Background/IRC Summary:
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community. The WPE Senior Prevention Officer will be responsible for ensuring IRC staff, partner key staff and project staff consider gender and women’s safety through the project cycle. The WPE Senior Prevention Officer is responsible for adapting the IASC (Inter-agency Standing Committee) GBV (Gender Based Violence) guidelines developing training package for Nutrition, WASH and Health programs and providing training to key staff from different programs. He/she will be ensuring the villagers have the key knowledge of IASC (Inter-agency Standing Committee) key messages. He/she will serve as the lead in providing gender mainstreaming training for VCDs (Village Community Development Committees), VHCs (Village Health Committees) and WASH committee members. Additionally, this position is responsible to ensure the women from the targeted villages are trained on women’s leadership and those trained women are confident to advocate for the needs of women and girls from their communities. This position reports to the WPE Manager. This position will be based in the Southeast.
Key objectives:
- Represent the IRC WPE program as a gender equality technical person; advocate and liaise on all women issues; provide technical support to partner, and/or cluster, and capacity building for partner organization.
- With the support from WPE Manager and WPE Technical Specialist, coordinate, plan, and technically supervise partner staff to ensure different programs consider gender and social inclusion throughout the project cycle.
In coordination with WPE Manager and WPE Training Manager, support partner staff to conduct gender mainstreaming workshops within villages. Coordinate with partner staff to take the lead on women’s leadership trainings and women are confident to represent and speak up for the needs of women and girls.
Major Responsibilities:
TechnicalQuality

- With the support from WPE Manager and WPE Training Manager, coordinate, plan, and technically supervise partner staff to ensure different programs consider gender and social inclusion throughout the project cycle.
- In coordination with WPE Manager and WPE Training Manager, support partner staff to conduct gender mainstreaming workshops within villages.
- Coordinate with partner staff to take the lead on women’s leadership trainings and women are confident to represent and speak up for the needs of women and girls.
- Coordinate with WPE Managers and partner to lead program strategies and design at identified service locations, capacity, and local needs.
- Together with partner staff, develop work plans, supervision plans and coaching time.
- Develop capacity building plans for individual partner staff and community workers on IASC (Inter-agency Standing Committee) GBV (Gender Based Violence) Guidelines, gender mainstreaming and women’s leadership.
- Coordinate for village level training and activities and deployments with other sector staff.
- Provide guidance and technical support to key implementing partner through regular field monitoring visits.
- Adapt, design, and translate training packages of IASC guidelines and gender mainstreaming.
- Together with partner staff, provide IASC guidelines trainings to Nutrition, WASH and Health program staffs.
- Together with partner staff, provide gender mainstreaming for VCDs, VHCs and WASH Committees.
- Closely working with consultant, develop training curriculum of women leadership.
- Provide women’s leadership TOT training for partner staffs.
- Regularly monitor and provide support on village level trainings.
- Develop, translate and printing IEC materials in coordination with partner.
- Ensure all training materials and plans are aligned with IRCs global and contextually adapted guidelines.
- Compile and submit monthly activity report to WPE Manager and M&E Focal.
- Attend meetings with partner, NGO staff or in the community on behalf of the WPE program if required.
- Promote GBV Guiding Principles of safety, confidentiality, non-discrimination and respect throughout all WPE activities.
- Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, advocacy and coordination with other department/program.
GrantMonitoringandReporting
- Prepareandsubmitmonthlyandquarterlyworkplansinatimelymannerfor supervisorreviewand feedback.
- Compileand develop a monthlyactivity report for submissionto theWPEManager.
- Ensure that all response-relevant financialdocumentation is accuratelycompletedandsubmitted,as requiredbyIRCpolicies.
Coordination&Representation

- Identifyconcerns related toservice provision and access toservices anddevelop strategies for constructively addressing them with other relevantactors.

- Coordinate closely with WPE Senior Officers and WPE Manager for advocacyissues.
- ContributetothestrategicvisionandplanningofWPEandpartner’sprogram/activitiesincollaborationwithWPESeniorManager,Manager,other officers andpartnerstaff.
- AttendmeetingsonbehalfoftheWPEprogramasrelevantorrequested.
- Coordinate with partner staff in celebration of special events and activitiesincluding16DaysofactivismandInternational WomenDay.
- ServeasafocalofIRCWPEpreventionteamtotheexternalcommunity.

- Work closely with IRC operations staff to ensure timely and compliant program implementation and expenditures.

Minimum Qualifications:
Education:
- Bachelor of Arts or Science in Social Science, Public Health, Humanities or other related field, desirable.
Work Experience:
- At least two-three years of experience working in programs that focus on gender equality and women’s leadership.
- Strong understanding of basic gender-based violence (GBV) and women’s protection concepts and an interest in reducing GBV in the community.
- Familiaritywithemergencycontextsandissues,particularlyinSoutheast.
- Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-culture team.
Demonstrated Skills and Competencies:
