Job purpose
Contribute to safer and more effective mine action by supporting explosive ordnance (EO) affected and donor countries in developing, implementing, monitoring and reviewing their national strategies through participatory, inclusive and evidence-based processes. Strengthen coordination and partnerships by fostering collaboration among national mine action authorities, operators, and UN agencies, ultimately enhancing the impact and sustainability of mine action programmes.
Key responsibilities
- Provide support to EO-affected and donor countries in the development, implementation, monitoring and review of national mine action strategies.
- Facilitate inclusive and participatory planning processes with national authorities, operators, donors, civil society organizations and UN agencies.
- Draft, review, and support the development of mine action strategies.
- Collaborate and coordinate closely with GICHD colleagues across programmes and divisions to ensure synergies and consistency in support provided to partners.
- Strengthen coordination and partnerships among external stakeholders to improve the effectiveness of mine action.
- Support capacity strenghtening of national mine action authorities in strategic planning and any other topic as requested by the Programme Manager.
- Represent GICHD in international, regional and national forums, contributing to policy dialogue and coordination mechanisms.
- Monitor and report on progress and challenges related to strategic planning support, and identify opportunities for improvement.
- Contribute to the development of guidance, tools, and knowledge products that advance good practices in mine action.
- Assist the Programme Manager with additional tasks as required, contributing to the overall success of the programme and the GICHD as a whole.
Qualification and professional experience
- Advanced university degree (Master’s or equivalent) in international relations, political science, development studies, public policy, or another relevant field.
- Minimum of 10 years of progressively responsible experience in strategic planning, policy development, or programme management in humanitarian, development, or peacebuilding contexts.
- Proven experience in the mine action sector.
- Professional experience working in the Middle East and North Africa (MENA) region.
- Demonstrated experience advising EO-affected governments, UN agencies, and/or national/international organizations on strategic planning, coordination, and/or policy processes .
Knowledge, skills and competencies
- Fluency in Arabic and English, both written and oral;
- Excellent ability to manage multiple tasks, priorities, and deadlines;
- Strong analytical skills to assess complex contexts, identify trends, and develop evidence-based, context-specific mine action strategies;
- Proven ability to produce clear, concise, and well-structured strategies and reports;
- Ability to convey complex information clearly and persuasively in both written and oral form, adapting messages to diverse audiences, including governments, donors, and international partners;
- Ability to establish trust, foster collaboration, and maintain effective working relationships with diverse stakeholders;
- Skilled in facilitating inclusive processes, and building consensus among diverse actors;
- Experience in strengthening institutional and individual capacities through training, mentoring, and knowledge sharing;
- Sensitivity to diverse cultural, political, and security contexts, with the ability to adapt approaches accordingly;

Travel requirements
Expected to travel up to 25% of the working time to EO-affected countries, including low-medium-high risk environments.
