Overview of position
  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the Government of Ethiopia & the Tigray People's Liberation Front (TPLF) on 2nd November 2022 in South Africa. 

  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the Council of Minister Regulation Number 525 / 2022 & with amended regulation number 541 / 2023 of the Federal Democratic Republic of Ethiopia. The core mission of the commission is stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.

  • Under the overall direction of the Commissioners Office, the Legal Senior Officer is responsible for the implementation of legal related issues of DDR programs, & operations focusing on advising on all legal matters, verbal or in writing, as required to ensure smooth program execution.

Role objectives
  • Advising on all legal matters, verbal or in writing, as required.

  • Drafting & reviewing of agreements & / or other legal documents in connection with NRC mission & operations (Memorandum of Understandings (MoU), rent agreements, purchase agreements, consultancy agreements, supplier agreements, services agreements, employment agreements, etc.).

  • Research & analysis on legal subjects & matters related to NRC mission, operations & providing legal opinions, drafting briefs, reports & correspondence.

  • Inform & update NRC of all new laws & regulations, which may be of interest to NRC. 

  • The Legal Advisor shall provide litigation & / or arbitration services.

  • Assist in the drafting of the internal regulations, manuals & Standard Operating Procedures (SOP's).

  • Develop, maintain & facilitate key relationships with all entities & organizations to maximize international and local support to NRC.

  • Any additional assignments given from supervisor.

Project reporting
  • This role works under the overall direction of the Commissioners Office.

Key competencies
  • A graduate degree in law is required.

  • At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) of combined & relevant experience in drafting legal matters & advising on legal issues.

  • Excellent interpersonal & good communication skills.

  • Ability in drafting legal matter skills, effective presentation skills & ability to prepare & present reports that are clear & concise.

  • Excellent creative problem solving skills.

  • Ability to work effectively & constructively with colleagues from different professional, national & cultural backgrounds, multicultural & diverse environment.

  • Familiarity with DDR processes & related operational frameworks is advantageous.

  • Ability to work effectively under strict deadlines.

  • High ability in public speaking at high level meetings, presentations delivery & report drafting.

  • Fluency in English & Amharic required.

Team management
  • This role has no team management responsibility.
