Position Objective
Reporting to the Operations Control Manager, the Process and System Improvement expert is responsible for developing and enhancing the Fund’s Process Improvement Framework and leading cross-functional initiatives to drive continuous improvement across the organization. Operating under the UNFCCC framework, the role ensures organizational processes and systems are streamlined, efficient, and aligned with strategic goals, contributing to GCF’s positioning as a partner and employer of choice.
Acting as the primary liaison with the IT Tech team, the Manager ensures that the Fund’s ERP (Oracle Fusion) and related systems are designed, configured, and optimized end-to-end to support operational excellence, risk management, and sustainable growth.
Purpose
- Lead the creation and implementation of the GCF operational excellence framework, extending its reach across all portfolios and programs to ensure GCF becomes a partner and employer of choice by 2023.
- Within the context of an International Organization under the UNFCCC framework, integrate operational excellence principles into daily operations and organize
- Secretariat processes ensuring the efficient delivery of long-term impact.
- Target critical bottlenecks and prioritize organization-wide initiatives that facilitate system and process improvements, innovating ways to optimize workflows and enhance service delivery.
- Lead the analysis of existing Secretariat processes, systems (including ERP) and design strategies that expand operational efficiency, reinforce accountability, and improve internal controls.
Engagement
- Lead a dedicated portfolio of initiatives by mentoring a team responsible for process and system improvement activities that extend across the organization.
- Collaborate with cross-departmental teams, including Finance, Procurement, Investment, People and Culture and other teams, to identify and implement process enhancements aligned with organizational goals.
- Engage with the Department of Information Technology to prioritize functional needs for Oracle Fusion system upgrades, automation, and functional improvements, ensuring solutions respond to the organization’s strategic orientation.
- Collaborate with the Operational Control Officers to prioritize process controls, innovate risk mitigation strategies, and extend safeguards that protect the organization
- Engage senior leadership and stakeholders by facilitating workshops, integrating feedback, and organizing requirements-gathering sessions.
- Lead and coordinate change management efforts to ensure adoption of new systems, targeted training, and sustainable transformation across portfolios.
Delivery
- Develop the Process Improvement Framework of the Fund, adjusting lean 6sigma methodology to the context of the GCF
- Prioritize initiatives based on organizational risk, impact, and strategic importance. Lead end-to-end process improvement projects within Oracle Fusion modules and other systems, ensuring alignment with organizational strategies and compliance standards.
- Lead the development of tools and dashboards to expand GCF’s monitoring capacity over the efficiency of its processes
- Develop and maintain comprehensive documentation of workflows, system configurations, controls, and improvements.
- Monitor, evaluate, and report on the effectiveness of system and process enhancements, recommending further improvements.
- Ensure all modifications and implementations adhere to internal policies, industry standards, and UNFCCC-specific regulatory requirements.
- Foster a culture of operational excellence and continuous improvement across the organization.
Requirements (Education, experience, technical competencies required of the job)
- Master’s degree in Business Administration, Finance, Information Technology, or related fields;
- Minimum of 11 years of experience in process improvement, finance, procurement, or IT system enhancements, with substantial experience working within Oracle ERP (Oracle Fusion) modules.
- 4+ years of experience in management role.
- Certification in Lean, 6-sigma (black belt is highly desirable or other operational excellence framework
- Proven skills in leading small teams and managing process improvement cross-functional projects.
- Strong knowledge of Oracle Fusion architecture, workflows, automation and reporting capabilities, and finance/procurement processes.
- Excellent project management skills, with the ability to handle multiple priorities and deliverables.
- Analytical and problem-solving skills, with the ability to analyze complex processes and data.
- Effective stakeholder engagement and communication skills, with experience managing change.
- Experience working with international organizations, or UN agencies is desirable
- Fluency in both written and spoken English; knowledge of one or more languages is an advantage.
