Overview of position

Extenders are expected to carry out a range of duties, as outlined below, to support management accompaniment, and monitoring functions, and programme implementation.

Those duties, which are described in detail below, do not include programmatic or financial authority. Extenders are identified among Afghani citizens with specific expertise and a thorough knowledge of the territory in which they operate, based on their residency and/or work experience.

Role objectives

Technical activities:

1.Provides data packs and reports required for the HER SPs’ performance management and review the “data packs” include verified HMIS on key indicators, TPM data (HMIS verification, Functionality Assessment, Quantified Quality Checklist), WB-monitoring agent data etc. The data packs should also include the information and data generated by project activities in the province(s). 

2.Provide technical support to SPs to adapt formats, procedures, and guidelines to be used for performance management by incorporating lessons and data generated from various sources.

3.Conduct and facilitate the Quarterly Performance Review meetings at provincial level involving the relevant stakeholders.

4.Compile technical communications using the inputs from technical partners operating in the province and send them to the provincial SP team and UNICEF teams at zonal and ACO levels.

5.Assess management capacity of the SPs at provincial level to identify the gaps to be addressed in the provincial PIP.

6.Support the SPs to further analyse data to identify low performing HFs for taking corrective measures.

7.Build the capacity of SPs to understand and to meet the performance benchmarks set forth in HER performance management framework including P4P and QQC.

8.Provide technical inputs to develop/improve SP Performance Dashboard (at provincial level) to understand the sectorial performance in the BPHS and EPHS.

9.Serve as a point of contact for the stakeholders involved in the BPHS and EPHS at provincial level including UNICEF and MA firm and facilitate communication among the stakeholders about the BPHS and EPHS under the HER BPHS/EPHS Project.

10.Work closely with the UNICEF zonal team to implement the assigned tasks to reflect results and lessons in HER performance management.

11.As per the performance management calendar, facilitate the review process of the reports submitted by the SP in the province, provide feedback and develop review reports — i.e. Monthly updates and quarterly Performance Review Reports.


Coordination:

  1. In collaboration with SP, develop monthly updates and Quarterly Performance Review reports through participation in SP’s internal meetings and provide strategic directions.

  2. Support the establishment and maintenance of performance review committee(s) at province level.

  3. Coordinate the follow up of performance review issues regularly with SPs, UNICEF zonal and central offices.


Monitoring:

Conduct a need—based field visit either with the SP’s technical personnel and team to ensure that the set performance requirements are met and produce a field mission report in time.


Other duties:

  1. Provide technical and administrative support requested by SPs and the UNICEF.

  2. Contribute to other relevant tasks and reports associated with the SPs performance.

  3. Relevant tasks as assigned by supervisor.

Project reporting

 ● Provide performance review report of related provinces/SPs to UNICEF teams

● Report field-based updates to UNICEF’s Coordination and Follow up consultant and UNICEF ACO team on a weekly basis.

● Maintain a record of communications with the SPs.

Key competencies

•Familiarity with the performance management and review system implemented under the Sehatmandi project is desirable.

•Experience of working on quality improvement, data collection, analysis, and use

•Excellent communication skills for effective collaboration with healthcare professionals and stakeholders.

•Proven ability to contribute to the enhancement of health programs through data-driven insights.

•Reporting, monitoring and coordination skills

•Prior experience and success working in similar or larger international donor-funded projects.

•Proven record of aligning diverse, multi-disciplinary teams with project mission and vision.

•Demonstrated ability in, conflict management, team building, supervision, written and oral communication, and negotiation skills.

•Proven analytical and data use skills, preferably in performance management.
