Organizational Setting
FAO's Subregional Office for West Africa (SFW) is responsible for developing, promoting, overseeing, and implementing agreed Strategies for addressing subregional food, agriculture and rural development priorities. It supports the 15 Economic Community of West African States (ECOWAS) member states through the FAO Representations, while developing and maintaining relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The SFW Multidisciplinary Team (SFW-MDT) meeting is an annual event which provides a platform for different FAO units and the SFW-MDT members, REIOs and other key stakeholders to discuss, dialogue, exchange information and knowledge on relevant development and partnership issues on FAO's work in West Africa both at national and supra-national levels.
The Emergency and Resilience Team of the Subregional Office is an integral part of the Regional Office Team reporting directly to the Subregional Coordinator/FAO Representative, SFW. Its main role is to support countries in the development and implementation of programmes under the FAO Strategic Framework in support of the 2030 Agenda.

The post is located in the Subregional Office for West Africa (SFW) in Dakar, Senegal.

Reporting Lines
The Subregional Resilience Officer (Team Leader) reports to the Subregional Coordinator/FAO Representative with technical guidance from the Office of Emergencies and Resilience (OER).

Technical Focus
Support to implementation of FAO's resilience agenda at global, regional, subregional and/or country level leadership and technical policy expertise for the planning, development and implementation of resilience programmes and projects at subregional and country levels in accordance with the SFW Emergency and Resilience programmes.

Key Results
Leadership and technical policy expertise for the planning, development and implementation of cross-divisional Programmes of Work, projects, products and services in accordance with the FAO Strategic Framework specifically under the programme priority area Agriculture and food emergencies (Better Life 4) and Resilient agrifood systems (Better Life 5).

Key Functions
Coordination at the subregional level
• Provides leadership to FAO's work on resilience and supervises FAO subregional resilience team, ensuring coordinated and effective support to resilience programming at the subregional and country levels.
• Liaises with resilience and humanitarian actors at subregional level and represents FAO in interagency coordination meetings and programming exercises undertaken by the resilience humanitarian and early recovery community, working closely with the subregional organizations and partners.
• Supports the FAO Representations in resources mobilization for resilience projects and programmes; organizes/participates in regular donor meetings, as appropriate, informs the donor community on the prevailing livelihoods, food security and nutrition situation.

Policies, programmes to protect, restore and improve livelihoods and food security
• Provides strategic and policy guidance as well as required training, capacity development in resilience, food security and nutrition for national governments and subregional institutions.
• Supports the national teams in identifying Country Programming Framework (CPF) priorities and implementing FAO’s resilience programmes and project, providing programming and technical support.
• Coordinates monitoring, evaluation and impact assessment of resilience policies and programmes.
• Facilitates efforts in Early Warning Early Action and Disaster Risk management.
• Ensures that nutrition, gender and accountability to affected populations dimensions be integrated in FAO resilience programmes in the subregion.

Food security and resilience analysis to inform policies and programmes
• Prepares analytical and information notes on food security and resilience shared with all the sectoral stakeholders and used for policy decision-making at country and subregional levels.
• Identifies strategic priorities for FAO’s role in resilience and contributes to improved preparedness for, and effective response to, food and agricultural threats and emergencies in the subregion.

Knowledge Management
• Promotes lesson learning and sharing of best practices at country and subregional level for upscaling and policy preparation.
• Facilitates knowledge management and access to information in partnership with subregional organizations and relevant teams.

Specific Functions
• Provides leadership to FAO's work on emergency and resilience at subregional level.
• Provides support on leadership and strategic positioning to the Subregional Coordinator/FAO Representative and Senior Management on humanitarian and resilience advocacy, resource mobilization, coordination and partnerships for the West Africa subregion, in consultation with OER’s Emergency and Resilience Officers.
• Manages and supervises the Subregional Emergency and Resilience Team, ensuring coordinated and effective support to resilience programming at the subregional and country levels.
• Liaises with resilience and humanitarian actors at subregional level and represents FAO in interagency coordination meetings and programming exercises undertaken by the resilience humanitarian and early recovery community, working closely with the subregional organizations and partners.
• Promotes best practices and provides technical support/services and operational coaching to the Country Offices network, designates focal points to facilitate emergency programming, resource mobilization and integration of emergency and development work in countries and provides capacity to countries during critical phases of emergencies.
• Supports the FAO Representations in resources mobilization for emergency and resilience projects and programmes; organizes/participates in regular donor meetings, as appropriate, informs the donor community on the prevailing livelihoods, food security and nutrition situation.
• Develops policies and programmes to protect, restore and improve livelihoods and food security.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree (Master's degree or equivalent) in agricultural, rural development, political sciences, sociology, nutrition, sustainable agriculture (including livestock, forestry and fisheries) or related field.
• Ten years of relevant experience in emergency and resilience sectors related to programming, planning and technical cooperation in food and agriculture, including strong knowledge and experience in developing countries, especially in West Africa and Sahel region that are vulnerable to disaster, conflicts or other emergency risks. In particular work experience with subregional organizations in West and Central Africa such as ECOWAS, the Permanent Interstate Committee for drought control in the Sahel (CILSS), G5 Sahel, Alliance Sahel.
• Working knowledge (proficient – level C) of French and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, English, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions. is essential
• Demonstrated experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for Level 3 emergencies.
• Demonstrated experience in rehabilitation and humanitarian policies development, programme formulation and implementation.
• Extent of relevant experience at international level in formulating policy and programming managing field operations.
• Depth of experience in identifying and preparing programme strategies and policy position on humanitarian and transition contexts, at both global and country levels.
• Extent of knowledge of international humanitarian architecture, including agencies, non-governmental organizations (NGOs) and other partners.
• Experience in response management and surge support coordination.
