Project background

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth," which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly, more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.

Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change, and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.

Peru faces significant barriers to addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; a local financial sector unable to effectively screen and mitigate climate risks; these challenges affect the MEF, the Ministry of Environment (MINAM), the Superintendence of Banking, Insurance, and Private Pension Funds Administrators (SBS), and the Superintendence of Securities Market (SMV), as well as local financial institutions.

Furthermore, the lack of mechanisms to integrate climate change considerations into Public Private Partnerships (PPPs) mainly affects ministerial agencies in different sectors and regional or local governments in Peru. This context exposes a constrained institutional ability to tap into international environmental or climate funds like the GCF, for example. As a result, the country's climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change and the impact on ecosystems (and the ecosystem services they provide).

The GGGI program aims to support the Government of Peru to boost climate finance efforts by delivering a set of complementary workstreams:

  • Workstream 1: Building the institutional capacity of the Ministry of Economy and Finance, the Ministry of Environment, and the Superintendency of Banking, Insurance, and Private Pension Funds Administrators (SBS) to integrate environmental, social, and climate change considerations into public debt instruments, financial planning, and regulation.

  • Workstream 2: Greening Peru’s financial market.

  • Workstream 3: Developing a strategic framework for low-carbon, climate-resilient PPPs.

  • Workstream 4: Accelerating access to the Green Climate Fund.

 

Objectives of the assignment

General Objective:

This consultancy is focused on supporting the design and development of an e-learning course, enhancing the SBS’s capacity-building strategy on climate risk topics. The consultant will create e-learning materials specifically tailored to help meet the established learning objectives. [1]

 

Learning Objectives:

  • Understand climate change fundamentals: Understand the fundamentals of climate change and its links to the economy and financial system.

  • Understand risk assessment tools: Gain a comprehensive understanding of tools and methods used to identify and evaluate the impact of physical and transition risks from climate change. Analyze how these risks interact with natural factors and affect macroeconomic and financial stability and learn about scenario design tailored to Peru.

  • Understand environmental and social risk management systems: Gain an understanding of the principles and components of Environmental and Social Risk Management Systems (ESRMS) within financial institutions, including how to integrate environmental and social risk considerations into credit decision-making processes.

  • Recognize international disclosure standards: Understand global climate and sustainability disclosure standards, with a focus on the key elements of the ISSB standards (IFRS S1 and S2) and practical considerations for their implementation.

  • Explore climate transition opportunities: Identify opportunities arising from the climate transition, including green finance and emerging technologies, and learn how to foster a supportive environment for sustainable investment.

 

DELIVERABLES AND PAYMENT SCHEDULE

The scope of work of this consultancy includes:

 

1.      Instructional storyboard

Using the instructional design matrix and the content from recordings provided by SBS, the consultant must create a storyboard-style instructional script in Spanish for each video tutorial listed in the matrix.

  • Clearly outline the instructional flow as experienced by the user.

  • Include narration text and the layout of graphic elements and on-screen text.

  • Scripts should be developed in PowerPoint or a similar tool with equivalent functionality.

  • Each script should follow this general structure: a greeting and video objective, main content, and a summary of key points.

  • Videos should be between 3 and 20 minutes long.

  • All instructional scripts must be approved by SBS.

  • The consultant is responsible for making any necessary revisions until final approval is granted.

 

2.      Graphic Design

The consultant must design a visual style proposal for the video tutorials in accordance with the SBS brand identity guidelines.

  • Graphic elements may include colors, shapes, icons, photos, typography, visual organizers, pop-ups, and more.

  • There is no need to create characters or scenes.

  • The graphic style proposal must be approved by SBS.

 

3.      Multimedia Development

Once the instructional scripts are approved, the consultant must produce the video tutorials using editing, voiceover, and multimedia animation processes that follow user experience best practices.

  • Voiceovers should use human-like computer-generated voices, to be selected in coordination with SBS.

  • The videos must be created using an authoring tool such as Camtasia, Adobe Premiere, or another with similar capabilities.

  • Final products must be delivered in MP4 format and approved by SBS.

 

4.      Quiz Development

The consultant must create multiple-choice questions based on the content of the video tutorials.

  • Two (2) multiple-choice questions must be developed for each video tutorial.

  • These questions should be submitted in Excel format and must be approved by SBS.

 

The consultant is expected to adhere to the branding standards of GGGI and SBS, as well as the communication policies of each one.

During the development of the instructional storyboards, the duration and number of video tutorials may be modified for didactic purposes in coordination with the provider, if the total course duration (300 minutes) is not affected.

The service execution period shall be 180 calendar days, starting from the day following the delivery of the required inputs by SBS.

Payment will be issued upon completion of the service, subject to prior approval by SBS.

 

Coordination and compliance
  • The products detailed in the scope of work and deliverables shall be revised by GGGI and SBS and approved by the project manager (GGGI), The dates of the review periods must be detailed within the workplan.

  • The present consultancy is planned to be carried out over a period of 180 calendar days.

  • The consultant shall, at the beginning of the assignment, develop and agree upon a work plan for his or her tasks following the work plan and the Project Readiness and Preparatory Support Proposal Template.

 

Expertise required
  • Bachelor’s degree in education, psychology, communication, graphic design, marketing, or related fields.

  • At least 2 years of specialized studies (professional certificate, master’s degree, etc.) in adult learning, instructional design, human centered design, e-learning, or related fields.

  • At least 2 years of professional experience working in e-learning consulting agencies or corporate training areas. Desirable experience working with government and/or international organizations.

  • Preferably, experience working with topics related to green, climate or sustainable finance, green or sustainable growth, green banking, economic cooperation, climate change, or other sustainable development matters.

  • Fluent in Spanish and English (writing abilities).  

 

Knowledge and Skills:
  • Knowledge in adult learning principles, user experience and multimedia best practices.

  • Graphic design skills and ability to use Microsoft Suite, Camtasia, Adobe Creative Cloud tools (Photoshop, Illustrator, Premiere Pro, etc.), and/or other platforms.

  • Skills in working with multidisciplinary groups.

  • Outstanding writing and editing skills in English and Spanish.

 

Administrative information

Applicants must submit the following documents to GGGI:

  • Cover letter, CV, and example of at least two factsheets, infographics, or other communications samples for which the candidate was the lead author or developer in previous roles or assignments.

  • Successful candidates must be a national or resident of Peru and be able to receive payments in the country.

  • Selection method/process: competitive.
