POSITION SUMMARY
The Senior Program Associate will provide programmatic and operational support to GGGI Viet Nam, with responsibilities focusing on – but not limited to – the GGGI-KOICA cooperation project, “Enhancing Net-Zero Readiness of Viet Nam Through Mobilizing Investments for Climate-Tech Start-ups and SMEs.” The core functions include project implementation support, stakeholder coordination, and knowledge management, contributing to GGGI’s mission of promoting green growth and investment in Viet Nam.
PURPOSE
The Senior Program Associate will support activities under two main objectives:
- Enhance access for climate-tech start-ups and SMEs to accelerators and investors.
- Contribute to the improvements in public policies to mobilize green investments and strengthen readiness for provincial implementation in Viet Nam.
ENGAGEMENT
- Provide inputs on procedures, policies, and tools related to program activity development and assessment.
- Work closely on stakeholder engagement with government agencies, development partners, and the private sector, with a particular focus on the Ministry of Finance and start-up ecosystem players.
- Collect and synthesize information on policy development and market trends relevant to climate-tech start-ups and SMEs.
- Coordinate with other GGGI country teams and headquarters to ensure integrated delivery as “One GGGI.”
DELIVERY
In this role, the Senior Program Associate will:
- Contribute to policy discussions and advisory processes in collaboration with regulators.
- Monitor project progress against work plans and performance indicators, and assist with internal and external reporting.
- Support implementation of activities targeting climate-tech SMEs and start-ups, including acceleration, investment readiness, and engagement with Korean and international partners.

- Track risks and issues affecting project delivery and support mitigation measures with national counterparts.
- Maintain effective documentation of project activities, including reports, meeting minutes, and records.
- Contribute to knowledge products such as briefs, toolkits, and training materials on climate change and green growth.
- Participate and assist in organizing consultations, workshops, and stakeholder engagement activities.
- Support the development and implementation of other projects led by the Viet Nam Country Office.
REQUIREMENTS
QUALIFICATIONS
- Must be a national of Viet Nam or have a valid work permit in Viet Nam.
- Bachelor’s degree in a relevant field (e.g., energy, transport, agriculture, waste, or related areas pertinent to green growth and sustainable development).
- At least five (5) years of relevant professional experience.
- Experience and familiarity with ESG, climate technology, and net-zero policy.
- Strong understanding of Viet Nam’s climate and green growth policies, with demonstrated ability to support investment readiness activities.
- Fluency in both written and spoken English and Vietnamese.

- Proven ability to provide technical inputs and support for policy development and investment formulation.
- Strong analytical, problem-solving, and coordination skills.
- Capacity to build collaborative relationships across public, private, and financial sectors.
- Experience in supporting and facilitating multi-stakeholder consultations and dialogues.
- Excellent interpersonal and consensus-building skills.
- Ability to perform in high-pressure environments and self-motivate to produce quality results promptly.
