Overview of position

Project background:

  • The GEF created a global program to support countries to design a national biodiversity finance plan. A biodiversity finance plan includes a systems analysis of a country's economy including to map existing financing mechanisms, subsidies with potential harmful impacts on nature, drivers of biodiversity loss & gain, public & private expenditures committed towards biodiversity objectives & a country's national financial needs for biodiversity. The biodiversity finance plan itself consists of a series of actions with the aim to significantly scale up available funding, green or phase out harmful finance flows & improve the effectiveness of available expenditures. The program allows for active sharing of experiences across countries & includes a knowledge sharing platform & the provision of continuous technical support to country teams.

  • The umbrella program to support NBSAP update & the 7th national reports will support countries in revising & updating their National Biodiversity Strategies & Action Plans (NBSAPs) in order to align with the recently agreed Kunming Montreal Global Biodiversity Framework (KM GBF) & enable effective implementation of the Convention on Biological Diversity (CBD) & the KM GBF at the national level. In addition, this grant supports countries in preparing & submitting their 7th national report on the implementation of the CBD & the KM GBF. This global program will be responsive to CBD guidance on developing NBSAPs & completing the 7th national report, including recent COP 15 outcomes & decisions. It will also build upon existing work through the Global Biodiversity Framework Early Action Support (GBF EAS) that is ongoing, as well as support to countries to develop biodiversity finance plans, through the recently approved.

  • The implementation of the two projects in Yemen falls under the GEF 8 umbrella program for the development of the first national biodiversity finance plan & 7th NBSAP report. The overall implementation of the two projects will be led by the Project Analyst with the support of a technical team & in coordination with the government project’s focal point & the national steering committee for the two projects.

  • Within this overall background, our client in Yemen is seeking a Gender & Stakeholders Engagement Specialist to support the implementation of in country activities related to gender a& stakeholders’ engagement of the two projects.

Objectives:

  • The Gender & Stakeholders Engagement Specialist will lead the integration of gender responsive approaches & facilitate stakeholder engagement across both NBSAP update & 7th national report & biodiversity finance plan projects, in addition to the provision of logistics support to the events being organized under these two projects. The Specialist will collaborate closely with the Project Manager, the Gender Analyst of the country office, the Gender Focal Point in the climate change, energy, & environment portfolio & the Project Technical Coordinator. Key responsibilities include organizing & coordinating meetings & workshops with stakeholders & steering committee members, documenting & incorporating feedback into project deliverables & ensuring consultant outputs reflect this input. Additionally, the Specialist will conduct gender & stakeholder analyses, develop action & engagement plans & participate in producing knowledge products related gender inclusive stakeholder engagement.

Role objectives

The Gender & Stakeholders Engagement Specialist (Biodiversity Enabling Activities) will undertake the following responsibilities across two projects:

  • Conduct participatory gender analysis, including the collection of gender responsive baseline data to support national biodiversity reporting, finance solution planning, implementation & monitoring.

  • Organize & facilitate gender responsive stakeholder consultation sessions to gather inputs & ensure active participation & buy in from both male & female stakeholders.

  • Provide guidance to project consultants on using participatory techniques that engage both women & men in assessments & discussions.

  • Conduct consultations with key stakeholders, including women’s organizations, on gender related project issues. Collect & incorporate stakeholder feedback into the gender action plan.

  • Ensure gender integration into biodiversity planning mechanisms & capacity building activities, including the development of gender responsive legislation, strategies & policies to address gender & biodiversity concerns.

  • Develop comprehensive stakeholder engagement plans.

  • Develop gender action plans & assess potential negative impacts of the projects (including the proposed activities outlined in the strategies & plans being developed under the projects) on gender equality, proposing specific activities to mitigate or minimize these impacts.

  • Contribute to the production of knowledge & communication materials that highlight success stories & showcase women’s involvement.

Provide logistics support, facilitate & organize the following activities:

  • Formal communication with stakeholders & representatives of the projects’ steering committees, including sharing deliverables & obtaining feedback.

  • Validation workshops for project deliverables.

  • Monthly meetings with consultants to monitor project progress.

  • Project national steering committee meetings, including preparing agendas, materials, presentations & minutes.

  • Technical workshops engaging diverse biodiversity stakeholders, including government, private sector, NGOs, donors & academia.

  • Formal & informal briefings with government officials to address implementation changes, adaptive management needs & emerging risks.

Project reporting

The Gender & Stakeholders Engagement Specialist will work under the direct supervision of the Project Manager.

Key competencies
    • Master’s degree in environmental science, biodiversity, gender studies, gender & development, environment, sustainable development or closely related area or a bachelor’s degree in the same areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the masters degree.

    • At least 5 years of practical working experience in gender mainstreaming, women’s empowerment & stakeholders’ involvement.

    • Experience in carrying out participatory gender analysis; collecting & formulating gender responsive indicators & sex disaggregated data & preparing gender responsive project analysis & developing gender action plans under biodiversity enabling activities.

    •  iemonstrated understanding of the links between sustainable development, social & genderIssues, preferable experience working on sustainable finance & gender issues.

    • Demonstrated expertise in gender issues in the environment or biodiversity management / conservation in Yemen.

    • Experience in facilitating gender responsive & stakeholders’ inclusive meetings workshops.

    • Excellent analytical, writing, advocacy, presentation & communications skills are required.

    • Proficiency in English & Arabic both oral & writing.
