Organizational Setting and Reporting Relationship

The position of Treasury Specialist is assigned to the Investments Division (TDID) within the Treasury Department. You will be based at our Headquarters in Manila, Philippines.

You will report to Assistant Treasurer, TDID and will oversee junior team members.

Your Role

As a Treasury Specialist, you will undertake the management of investment portfolios to achieve the division's liquidity management goals and uphold ADB's financial strength. You will contribute to the formulation and application of investment strategies, polices, and guidelines and works within a framework of broad policies, principles, and goals, working directly with clients, with management for critical tasks.

You will:

a. Portfolio Management

  • Help achieve projected income targets from liquidity investment operations within the parameters set forth by the investment authority and guidelines.

  • Develop portfolio strategies with a focus on the management of short-term liquidity to ensure that available funds are invested and excess liquidity is minimized.
  • Administer tasks to help manage short-term cash and products. Integrate activities related to ECP issuance, repo collateral management, secured financing, and cash management.
  • Help manage tasks related to liquidity pool management, daily cash positioning, short-term funding and reconciliation across a variety of portfolios.
  • Maintain relationships with partners to contribute to the best possible execution of transactions.
  • Monitor assigned portfolios and report on portfolio risk, exposure, strategy execution, performance and market developments.
  • Create necessary portfolio reports to illustrate compliance with agreed strategies, risk management guidelines, and back-office requirements.
  • Help administer other assets under management.
  • Identify new investment opportunities and propose changes in the investment policies

b. Asset and Liability Management (ALM)

  • Participate in several interdepartmental committees relating to funding requirements, ALM and risk management-related issues, among others.

  • Manage cash flows to ensure use of funds available for investments, disbursements, and other requirements

c. Others

  • Perform other tasks that may be assigned by immediate supervisor.



Qualifications

You will need:

  • A University degree in Finance, Economics, Accounting, or related fields, preferably at postgraduate level or its equivalent.

  • At least 6 years of relevant professional experience, familiarity with portfolio management theory and practice

  • Familiarity with evolving regulatory environment and influence on external counterparts' operations.

  • Experience in liquidity management using the full spectrum of products (fixed income, short-term money market, FX forwards, swaps, repo)

  • Professional experience in collateral management operations across multiple asset classes

  • Familiarity with MDB investment guidelines, strategies, and reporting requirements

  • Written and verbal proficiency in English

  • International experience working in several countries

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
