Organizational Setting and Reporting Relationship
The position of Operations Analyst is assigned to the Operations Coordination Unit (PAOC) within the Pacific Department (PARD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Regional Head, Operations Coordination and Officer (as applicable).
Your Role
As an Operations Analyst, you will facilitate document quality review and management, support results monitoring, and be responsible for gathering, cleaning, and analyzing operational data coming from multiple sources.
You will:
Document Quality Review and Management
- Facilitate PARD quality review of documents for project and technical assistance (TA) processing and administration, which includes report and recommendation of the President, TA report, completion reports, project and TA administration memos, routine memos, among others.
- Support the validation of project and TA completion reports and technical assistance completion reports.
- Maintain internal PARD guidelines and respond to queries on the application of internal procedures, references, and updates to the existing business processes (staff instructions and project administration instructions).
Results Monitoring, Data Management, and Corporate Reporting
- Compile and analyze data on project performance across Pacific developing member countries.
- Provide support in maintaining databases and dashboards for tracking results and performance indicators.
- Coordinate with sector groups to gather inputs for Development Effectiveness Review, project and TA results reporting, and other corporate reporting tools.
- Help update results-related content for internal and external publication and presentations.
- Provide support in preparing charts, graphs, and other relevant visualizations to illustrate trends and performance insights.
Coordination Support
- Support the planning and delivery of workshops, webinars, and learning events on project and TA outcome and outputs.
- Help prepare meeting minutes, briefing notes, background materials, and reports for the Management.
Qualifications
You will need:
- Bachelor's degree in economics, statistics, international development studies, management sciences, or related fields.
- At least 5 years of relevant professional experience in data analysis; experience in international agencies and development is desirable.
- Advanced proficiency in Microsoft Excel and familiarity with other data analysis tools (e.g., Power BI, Stata), and experience interpreting complex datasets to support decision-making and performance reporting.
- Familiarity with results-based management principles and practices.
- Ability to work proactively and collaboratively with work colleagues across teams within PARD and throughout ADB.
- Excellent written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
