Organizational Setting and Reporting Relationship
The position of Senior Operations Officer is assigned to the Office of Business Intelligence and Operations Coordination (BIOC). BIOC was established to support ADB's transition to becoming a data-driven organization. BIOC will implement technology-driven processes to coordinate data capture throughout the ADB project cycle and conduct analysis to generate insights that support decision-making.
The Senior Operations Officer will reside with BIOC, but will be strategically deployed to the Sectors Departments to leverage its operations coordination mandate and institutional oversight, including integration of SovOps system reports. This strategic deployment will not only strengthen BIOC's link with Sector Offices' data management, systems, and business processes, but also foster operational relevance and institutional coherence. A network of similar operations officers across sectors will work collaboratively on cross-sectoral tasks, enabling consistent data practices, shared insights, and coordinated support for corporate initiatives.
You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and will have matrix reporting line to Director General, Sectors Department 1, 2, or 3.
Your Role
As a Senior Operations Officer, you will provide high-level operations coordination for Sectors Departments under the guidance of BIOC, ensuring alignment with corporate priorities and enhancing organizational effectiveness. Your role will involve interfacing and collaborating across sector offices and with Regional Departments, have oversight of operational data, and provide support for planning and operational resource allocation. The Senior Operations Officer will be an important liaison for cross-sectoral issues and represent BIOC in promoting data-driven initiatives to improve decision-making and operational performance.
You will:
- Collect, analyze, and prepare sector operations-related briefing inputs and presentation materials
- Collect and process data to monitor and report on corporate key performance indicators, including progress on sovereign lending, non-lending, knowledge management commitments, and new operating model (NOM) shifts.
- Coordinate across sector operations on corporate matters, including rollout of initiatives of other departments and support compliance (e.g., rollout of the new Environmental and Social Framework of the Office of Safeguards)
- Be a focal person for sector operations analytics and provide guidance to sector offices to promote data integrity.
- Promote BIOC's data- and technology-driven initiatives across Sectors Departments to strengthen analytics and support informed decision-making. This includes showcasing SovOps system reports and channeling sector office feedback to the SovOps development team for continuous improvement.
- Provide coordination and support on overall corporate planning in consultation with BIOC.
- Provide support on knowledge and partnership-related work including collaborating with sector offices, Climate Change and Sustainable Development Department (CCSD), Department of Communications and Knowledge (DOCK), and mentoring other local staff on publications.
- Coordinate review of policy papers and documents circulated for interdepartmental review across the sector offices and conduct analysis and consolidation for submission.
- Serve as Sectors Department focal to coordinate with the Regional Heads of Operations Coordination to discuss issues that are common across Regional Departments.
- Perform other tasks as assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's Degree in Economics, Development Studies, Business Administration, Public Policy, or other related fields; preferably with Master's Degree or equivalent.
- At least 8 years of relevant professional experience in operations coordination, data analytics, or development work within multilateral development institutions; and at least 4 years of supervisory experience.
- Experience with ADB operational processes, project cycle, and institutional frameworks.
- Experience in data analysis and reporting, including the use of digital tools and systems for monitoring key performance indicators and operational performance.
- Knowledge of project management system and ability to interpret and leverage system reports for decision-making and continuous improvement.
- Ability to coordinate cross-sectoral initiatives, including policy rollouts and compliance monitoring.
- Experience in planning and operational resource allocation, including preparation of work plans, WPBF inputs, and managing technical assistance resources.
- Analytical and synthesis skills, especially in reviewing policy papers, consolidating feedback, and preparing strategic inputs.
- Stakeholder engagement skills, including managing partnerships, donor relations, and interdepartmental coordination.
- Proficiency in ADB standard software programs, data visualization tools, and business intelligence platforms.
- Ability to guide junior staff, and promote knowledge sharing across departments.
- Proficiency in delivering clear and concise messages across formats in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
