DRC Syria

DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacement—responding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).

With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRC’s programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. About the job

Overall responsibility for the day-to-day management of DRC’s WASH & Infrastructure programming portfolio within geographical area of responsibility.

Direct manager for relevant sector staff members

Sector responsibilities:

Provision of emergency shelter, cash grants, rehabilitation of housing, Provision Emergency water supply, installation and repair of water systems, wells and water storage and sanitation system. Water purification, provision of physical infrastructure like marketplace, community centers, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.  

 

Geographic scope (Area)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.

 

Duties and Responsibilities

Programming & Operations

  • Lead the organization and implementation of WASH & Infrastructure activities, in accordance with DRC guidelines, SPHERE Standards, sector guidelines, grant agreements, and program goals, objectives and accountability principles to deliver WASH & Infrastructure assistance to targeted people of concern.
  • Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programs, when necessary, at the area level.
  • Lead all Area WASH & Infrastructure field assessments, surveys, needs assessments and monitoring, and other data collection to guide programming.
  • Identification and development of transparent site selection criteria and manage beneficiary selection procedures to reach the most vulnerable and marginalized communities with life-saving emergency WASH assistance. 
  • Ensuring that the identified priorities and opportunities are in line with DRC strategic plan and goals. 
  • Ensure that WASH & Infrastructure interventions are informed by and integrated with other core sectors and provide technical support on WASH & Infrastructure to other DRC sectoral programs.
  • Participate in grants management processes, including review meetings, progress tracking, and updating project management tools.
  • Realize project work plans and ensure its timely submission and ensure the concordance of field activities with the work plans.
  • Prepare project progress reports as well as preparation of donor reports as per agreed format in coordination with area manager and technical coordinator.
  • Establish and manage program indicators for monitoring and evaluation of project achievements against targets and providing detailed reporting to management, partners and donors.
  • Ensure that appropriate systems and methodologies for beneficiary accountability are in place including program monitoring tools and formats, and a complaint mechanism.
  • Responsible for project budgets and financial management, including financial forecasting, timely and compliant expenditure and financial reporting on project activities
  • Ensure that DRC staff and partners are aware of good practices, particularly in terms of human rights and international humanitarian principles.
  • Work closely with the Area Manager, Grants and WASH & Infrastructure Coordinator to develop quality proposals, concept notes and budgets to meet emergency needs in the target areas.
  • Manage the Area WASH & Infrastructure team and provide overall supervision of their work to ensure timely delivery of project activities (for example, monitoring against logic frames).
  • Ensure compliance with relevant guidelines and DRC commitments.
  • Continuously update project documentation and files.

Staff Management

  • Manage the WASH & Infrastructure Team, including recruitment, training, daily supervision and performance management of team leaders, Officers, and Assistants at the Area level.
  • In coordination with the technical coordinator to provide training to the DRC teams and support the capacity development of staff.
  • Ensure compliance of program staff with sectoral standards, DRC’s Code of Conduct, and internal HR procedures and guidelines.
  • Foster a professional environment that promotes collaboration, teamwork, and staff development.

Representation

  • Represent DRC in cluster/sub-sector meetings, shelter and wash sector meetings, working groups and at other relevant meetings in at the area level and any other relevant fora.
  • Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, other international organizations, in coordination with the other team members.
  • Ensure DRC’s principles and approaches are integrated into the response.
  • Remain abreast of ongoing trends in the area as related to shelter and Wash programming and provide regular updates on these trends and how they affect programming to Head of Programs.

Monitoring and Evaluation

  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place.
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.
  • Regularly monitor project activities and provide timely input and feedback to management.
  • Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • Document and consolidate lessons learned from WASH and Shelter activities to inform future programming.
  • Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.

Logistics/Finance

  • Responsible for project budgets and financial management, including financial forecasting, timely and compliant expenditure and financial reporting on project activities
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Develop procurement plans and coordinate timely procurement and management of goods and services, including those related to infrastructure and direct assistance activities.
  • Ensure procurement work plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner.
  • Ensure logistics and supply chain processes are aligned with program needs and donor requirements.

Experience and technical competencies:

  • Minimum 5 years of practical experience in sector area working for an INGO or similar organization.
  • At least 3 years' experience with people management.
  • At least 3 experiences in programming and budget development, management skills, planning, reporting and MEAL.  
  • Field experience in the Area.
  • Experience delivering
  • Excellent skill in MS Word, Excel, Auto-Cad and PowerPoint
  • Fluency in English and Arabic.

Education:

University bachelor’s degree in engineering or similar

Languages:
