Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
The International Specialist on Aquaculture shall operate under the overall guidance and responsibility of the FAO Representative for Georgia, the technical guidance of the Senior Animal Production and Health Officer (REU) and the direct supervision of the Technical Advisor and in close collaboration with the competent authority.
Technical Focus
Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.
Tasks and responsibilities
The project supports the establishment of a European Union compliant National Animal, Identification, Registration and Traceability System as well as Livestock Farm Management System in Georgia. The goal of the consultancy is to support the development of Aquaculture related policies and to introduce appropriate functionalities in Georgia’s data management systems enabling appropriate official registration, supervision and official controls of aquaculture production. More specifically the assignment shall include the following tasks and responsibilities\:
• Prepare a comparative analysis of aquaculture licensing policies and procedures (including carrying capacity identification) for inland water bodies (rivers, channels, lakes and accumulations).
• Draft policies or propose amendments of the Georgian policies for aquaculture licensing for inland water bodies that bring Georgia legislative framework and policies in line with the EU and best global practices.
• Support the project team in implementing a study tour to an EU or EU Approximating country with comparable water resources and focus on inland water bodies (rivers, channels, lakes and accumulations).
• Provide recommendation for improvement of the NAITS (National Animal Identification Registration and Traceability System) register of aquaculture holdings /FBOs, including recommendations for sharing access and data with the Ministry of Environmental Protection and Agriculture (MEPA) and its agencies / departments (National Environmental Agency, National Food Agency and Aquaculture Development Department of MEPA) for implementation of aquaculture licensing procedures and traceability of aquaculture stock and products.
• Development of technical specifications for an aquaculture farm module to be included among the functionalities of Georgia’s Livestock Farm Management System, covering, nutrition, productivity, treatments and reproduction and similar. The data entry would be considered as requirement for the aquaculture holdings / FBOs as a way of ensuring compliance with official controls such as use of VMPs, production standards and traceability.

Minimum Requirements
• Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in aquaculture, or livestock production with aquaculture specialization or any other discipline relevant to the work of the Organization; Consultants with bachelor`s degree need two additional years of relevant professional experience
• At least five (5) years of relevant work experience using specialized Aquaculture Information Systems
• Working knowledge in English language.
