Update
Context
Over the past decade, Morocco has made progress in the areas of democratic reforms and respect for human rights. The 2011 Constitution, enacted in the midst of the democratic uprisings in Morocco and the region, enhanced the role of civil society and met some of its demands to strengthen participatory democracy and enshrine universally recognized human rights. This was clear in the preamble of the constitution, its general provisions and in the provisions on fundamental rights and freedoms.
The commitment of the Kingdom of Morocco to implement the HR UN mechanisms is combined with its desire to strengthen partnership and cooperation in the field of human rights at the international and regional level, in particular by strengthening South-South and triangular cooperation.
UNDP support the Government with ongoing reforms processes, in line with the New Development Model, notably to strengthen the coherence of public policies at the national and subnational levels and to improve the performance of the public administration. UNDP focus on supporting justice sector reform and implementing the national action plan for democracy and human rights. The emphasis will be to accelerate the shift towards people-centred justice and protection of human rights, particularly for women.
UNDP focus on integrating human rights approaches and indicators in regional development plans, strengthening capacities for institutional communication and supporting civil society advocacy.
To strengthen efficiency of institutions, and to maintain service delivery, UNDP Morocco’s Governance and Rule of Law programming focuses on:
1. Democratic Reforms and Human rights and Fundamental Freedoms
2. Social inclusion and Diverse community protection needs, including those of women, migrants and youth addressed;
3. More accessible justice: Services for vulnerable populations, such as the poor, PwD, women, juveniles and other vulnerable population groups;
4. Women’s Rights and Gender Equality, Gender-inclusive rule of law institutions with stronger women’s participation and leadership in the delivery of inclusive justice ser-vices to women and girls is enhanced; and
5. Training and capacity development of HR institutions, using a model service-centred approach.

Task description
The (UNV) contributes to the effective implementation of the human right and justice programme. S/he implements a wide range of activities related to the development and implementation of the workplan, and quality assurance of activities implemented by partners. The UNV works in close daily collaboration with the others program managers to ensure high quality implementation of the project work-plan(s).
The UNV provides technical support on all areas of rule of law and gender programming and :
• Programme Planning, Design and Management
• Quality assurance
• Knowledge Management
• Oversight, M&E and Reporting
Under the guidance of the Resident Representative Assistant/Programme and the direct supervision of Rule of law program manager the UN Volunteer will undertake the following tasks:
1.) Programme Planning and Design Management
• Assist the program manager to maintain effective working relations with the Government, UN agencies and entities and donors/development partners.
• Contribute to Rule of Law ongoing and future project design and concept notes dur-ing the programme cycle, including strengthening of democratic institutions (notably in relation to access to justice, HR institutions, and Public Prosecution) and advancement of joint delivery of rule of law assistance among donors and UN partners.
• Support the program Manager in conducting regular project reviews including stra-tegic guidance on activity planning, implementation strategies and future project orientation, providing technical advice on Rule of Law related issues.
• Provide support in advancing thematic coordination including by identifying pro-grammatic entry points by ensuring consistency and complementary in relation of other UNDP projects.
• Ensure the integration of cross-cutting (e.g Gender, Human Rights, environnement) issues into the design, planning, and implementation of all projects activities
2.) Knowledge Management
• Facilitate collection, recording and dissemination of international best practices as well as lessons learned in relation to supporting change management and RoL institutional reform in Morocco.
3.) Oversight, M&E and Reporting
• Contribute to the formulation and quality assurance of narrative donors and government reports for Rule of Law projects.
