Leave No One Behind (LNOB) Junior Officer

En el Perú, el Sistema de las Naciones Unidas está conformado por las agencias, fondos y programas de la ONU establecidas en el país (puede ver el listado aquí). El Equipo País o UNCT por sus siglas en inglés (United Nations Country Team) está conformado por los representantes de dichos organismos, y es liderado por el Coordinador Residente.

Todos estos organismos tienen presencia en el Perú de acuerdo con las áreas que el mismo país ha identificado como prioritarios para su desarrollo. Brindan apoyo de acuerdo con su mandato y especialidad, mediante proyectos de cooperación técnica, investigación aplicada al desarrollo, apoyo técnico al desarrollo de capacidades nacionales, entre otros mecanismos.

Además de las actividades de cada organismo, el Sistema de las Naciones Unidas en el Perú trabaja en forma conjunta y coordinada en los temas de importancia que han sido identificados por la comunidad internacional y el propio país: Objetivos de Desarrollo Sostenible, derechos humanos, equidad de genero, VIH/SIDA, entre otros.

Leave no one behind (LNOB) is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). It represents the commitment of all UN Member States to eradicate poverty in all its forms, end discrimination and exclusion, and reduce the inequalities and vulnerabilities that leave people behind and undermine the potential of individuals and of humanity as a whole.

Operationalizing the commitment to LNOB at the country level requires a comprehensive approach with a series of steps, including identifying who is being left behind and why; identifying effective measures to address root causes; monitoring and measuring progress; ensuring accountability for LNOB; and ensuring participation of those left behind in all steps and phases of policy, planning and programming for LNOB.

In Peru, the LNOB principle is mainstreamed into the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2024. The UNSDCF is the main instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda). In this line, the UNCT has developed collaborative action plans in areas of gender, disability, interculturality and youth to address and reinforce different aspects of the LNOB principles.

Under the direct supervision of the Leader of the RC Office, with matrix-like supervision of the Economist and the M&E Officer, the UN Volunteer will undertake the following tasks:

• Assist in the monitoring of LNOB mainstreaming in UNSDCF result groups joint work-plans, including field visits (subject to availability of funds), assessment of evidence, and identification of best practices, among others.

• Assist in the monitoring, implementation, evaluation and adjustment of the interagency workplans on gender, youth, disability and sexual exploitation and abuse.

• Support the collection, consolidation, analysis and visualization of inputs to the annual normative surveys on gender, youth, disability and sexual exploitation and abuse, re-ceived by all UN Agencies, Funds, Programmes and Offices in Peru.

• Contribute to keeping up to date briefing notes and data on the situation of vulnerable groups with risk of being left behind in Peru. These briefing notes will serve as inputs for UN Country Analysis (UNCA), horizon scanning and UNCT annual reports.

• Assist in any other task relevant to the overall objective of the assignment.
