Result of Service

On 20 April 2024, the report of the Independent Review of Mechanisms and Procedures to Ensure Adherence by UNRWA to the Humanitarian Principle of Neutrality (“Independent Review”) was released and accepted by the UN Secretary-General. UNRWA has welcomed the recommendations of the Independent Review and committed to implementing them to ensure that its internal safeguards in support of neutrality are strengthened. A High-Level Action Plan has been developed, setting out the key actions UNRWA intends to take to address the Review’s recommendations. This High-Level Action Plan will be periodically updated by UNRWA, with key stakeholders regularly informed of progress. While UNRWA is fully committed to implementing the Review’s 50 recommendations, ensuring successful and coordinated implementation of all recommendations is a sizeable task, especially during a context where the Agency is required to ensure leadership and operational delivery of humanitarian and human development responses in Gaza as well as other fields of operation. UNRWA has therefore established a dedicated Implementation Team, located within the Executive Office, to coordinate and lead, where necessary, implementation of the recommendations emanating from the Review. This Implementation Team is responsible for overall strategic planning, coordination, monitoring, reporting, and risk and project management, and ensuring that the Agency remains on track with key deliverables set out in the High-Level Action Plan. The Implementation Team provides strategic advice to UNRWA’s leadership on the implementation of the Action Plan. Another of the main responsibilities of the Implementation Team will be to ensure that stakeholders are regularly kept abreast of progress. Active, transparent and accurate reporting and communication will be paramount to the successful implementation of the Action Plan and sustain constructive engagement with, and support from Member States, including host countries and donors. Furthermore, up to date administrative support is important to ensure the smooth functioning of the Team and its activities. To assist the Implementation Team, UNRWA is seeking a consultant specializing in project management and administration.

Duties and Responsibilities

Under the overall managerial guidance and oversight of the Coordination & Engagement Officer, and in close coordination with the Project Management & Reporting Officer, the consultant is expected to produce the following deliverables: • Support relevant UNRWA Departments and Offices in monitoring and reporting on Colonna-related action plan activities and measures. • Technical and administrative support to the team’s grants and project management responsibilities, including monitoring, budget modifications, coordination with other UNRWA departments (incl. Planning and Finance), development of WBEs, and management of the PMRS platform, financial statements etc. • Design, upgrade and manage the UNRWA Action Plan digital platform with a view to ensuring accessibility, and timeliness and accuracy of the information. • Produce regular and ad hoc report(s) on the implementation of the Action Plan • Any other ad-hoc duties as required.

Qualifications/special skills

- A master’s degree in project management, business administration, international affairs, or public policy, or a related area. - A minimum of two years of experience in coordination of complex projects, results frameworks, and risk management. - Proven knowledge of, and familiarity with online/digital tools and platforms, including MS Teams and preferably project management software/platforms. - Relevant experience in working in or with international organizations in diverse environments is desirable.

Languages

Fluency in spoken and written English is required. Working knowledge of Arabic desirable.
