BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As WFP continues to adapt to a more challenging funding and operational landscape, wide-ranging reforms are being implemented across several areas. These include adjustments to organizational structures, the management and prioritization of financial resources, and the size and composition of our global workforce.

In this context, the Mauritania Country Office (CO) had an organizational alignment exercise which implementation is ongoing. This initiative responds to the current financial constraints resulting from reduced donor contributions and aims to enhance efficiency, optimize resource utilization, and strengthen operational impact.

The primary objective of the exercise is to realign the CO structure with the Country Strategic Plan, identifying the most effective organizational models and the skills and talent required to deliver on strategic priorities.

As part of this process, several new positions have been created following the abolishment and agreed separations of certain positions & staff. These vacancies will be filled through a rigorous selection process, with internal/external advertisements aimed at attracting highly qualified candidates. The HR Associate Talent acquisition will work in close coordination with the Head of HR Unit, Hiring Managers, and relevant stakeholders to manage the end-to-end recruitment process for the newly established positions as well as the positions modified.

ACCOUNTABILITIES/RESPONSIBILITIES:

The HR Associate Talent acquisition will be under the direct supervision of the Head of HR Unit.

 He/she will be responsible for:

  • Currying out the recruitment process for all the positions to be filled (new and modified positions)
  • Ensure the TORs are aligned with the positions level and requirement as per WFP HR rules
  • Prepare the longlisting of the positions and ensure the Hiring Manager submit the shortlist on time
  • Schedule written tests and makes sure the tests are aligned to the positions level cleared out of bias
  • Organise and invigilate the written assessments and ensure the confidentiality of the subjects of the assessments
  • Assist in identifying correctors for the written tests and take appropriate action  
  • Coordinate with hiring managers for the final lists of the written test and interviews
  • Holding interview and prepare interview reports
  • Updating the implementation plan of the organizational alignment.
  • Support in identifying qualified members for the panel interviews and make sure the memo for the panel is approved by CD
  • Hold the Local Appointment Promotion Committee and handover the final recommendation to the HR team for administrative actions
  • Ensure compliance of each recruitment process to HR rules and make sure the documents are well classified on file (NFRs etc)
  • Ensure the confidentiality and transparency along the processes
  • Produce a monthly report on the progress to senior management
  • Any other tasks as required

DELIVERABLES AT THE END OF THE CONTRACT:

  • Recruitments are done timely manner
  • TORs are aligned with the positions level and requirement as per WFP HR rules
  • longlists and shortlist are done as per the guidelines
  • The assessments are aligned to the positions level
  • Transparency and confidentiality in the recruitments processes are ensured
  • Compliance in each recruitment process to HR rules, SOP and quality of documentation (NFRs etc)is ensured.
  • A report is produced on monthly basis to track the progress.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Human Resources, Administration, Finance, law international relations or related field.

Experience:

6 years of relevant experience in Human resources management and recruitment.  Experience in organizational alignment implementation

Knowledge & Skills:

Mastery of the computer tool: Word, Excel, Outlook and Internet

Languages:

Fluent in French and English language.
