Overview

  1. Context
    CIFOR-ICRAF has more than 75 years of experience harnessing the power of trees, forests, and agroforestry landscapes to address the most pressing global challenges of our time: biodiversity loss, climate change, food security, livelihoods, and inequality. Since signing a host country agreement in 2017, CIFOR-ICRAF has been working to support the Government of Benin in the areas of forestry, agroforestry, land restoration and climate change. In Benin, CIFOR-ICRAF works specifically on issues related to sustainable management of soil health and fertility, the dissemination of agroforestry practices, the inclusion of the ecosystem-based adaptation approach in climate change adaptation projects, and the dissemination of innovative and climate-smart technologies. As part of the implementation of the project '' Strengthening access to climate finance and integrating climate change into local development planning in Benin '' financed by the Green Climate Fund, the International Center for Agroforestry Research (ICRAF) hereby launches a recruitment notice for a national consultant for the upgrade of the digital climate platform (SISEB).


  2. Description of services

  3. Conditions of participation
    Participation in this request for proposal concerns consultants specialized in computer systems, programming and data storage and who are not in any situation of prohibition from tendering (sanctions, etc.).

  4. Content of the offers
    Those interested in this offer must provide:

    A technical offer consisting of:
    • the dated and signed letter of submission of the offer;
    • general understanding of the challenge and objectives of the mission;
    • A methodological note detailing the approach to follow for carrying out the mission;
    • the consultant's detailed CV highlighting his/her experience in relation to this mission,
    • the certified copy of diplomas and training certificates;
    • the list of relevant references with names, emails and contacts;
    • certificates of successful completion or copies of contracts relating to the mission;
    • a copy of the unique tax identifier;
    • the declaration of possible conflict of interest.

    A financial offer including:
    • A detailed budget;
    • Fees broken down by man/day and other detailed charges showing quantities and unit prices offered.
    The amount of the offer will be expressed in FCFA.

  5. Submission of offers
    Interested candidates are invited to express their interest in the services described in the ToR by providing information indicating that they are qualified to perform the services (the candidate's qualifications in the field of services, including diplomas, professional references concerning the performance of similar missions through certificates of successful completion and/or previous contracts). Offers should be sent by email with the subject line "Application for the Recruitment of a national consultant for the upgrade of the digital climate platform (SISEB)" to CIFOR-ICRAFBenin@cifor-icraf.org .

  6. Deadline for submission of offers
    The deadline for submitting proposals is October 3, 2025 at 5 p.m. ( UTC +1) .

  7. Selection method
    A service provider will be selected using the Quality and Cost Based Selection (QCBS) method.

  8. Validity of offers
    Proposals must remain valid for a period of ninety (90) calendar days from the submission deadline.
