The United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.

Working with government, civil society partners and other humanitarian agencies, UNFPA Pakistan advocates for the integration of gender and sexual and reproductive health issues by increasing awareness and commitment among policy makers, decision-makers and program managers and strengthening partnerships with national entities to improve coordination for effective preparedness and response.

UNFPA is aligned with national priorities (Pakistan 2025 Vision), the United Nations Sustainable Development Framework (UNSDF 2018-2022), UNFPA Strategic Plan (2018-2021), International Conference on Population and Development (ICPD), the 2030 Agenda for Sustainable Development (SDGs) and Family Planning 2020 commitments.

Context

Under the 10th Country Programme (2023–2027), UNFPA Pakistan is providing support to provincial governments to strengthen equitable, quality, and resilient sexual and reproductive health (SRH) systems and builds capacities to: address Gender Based Violence, produce and analyze and utilize population data for evidence based policy and strategy development promote youth and adolescent empowerment and respond to SRH and GBV needs in humanitarian settings In line with its rights-based approach and commitment to results-based management, UNFPA works with provincial government counterparts and implementing partners (IPs) to deliver integrated interventions in a range of programme areas including family planning, maternal and newborn health, adolescent and youth-friendly services, gender-based violence, data generation and utilization and emergency preparedness — while integrating policy support with on-the-ground implementation to ensure system-wide impact.

Task description

The Programme Assistant is responsible for providing integrated support to all operational, technical and programming activities of UNFPA, including administrative and logistics support, research, and data analysis within a systems strengthening approach fundamental to UNFPA’s overall strategy.
In collaboration with other programme support staff, the Programme Assistant works with and provides integrated programme and technical support for the UNFPA team in Quetta. The Programme Assistant also works in close collaboration with all UNFPA Administrative and Finance Associates/Assistants. The Programme Assistant provides programme, administrative and financial support to the programme team, who are responsible for the implementation of the Country Programme.

The incumbent will be responsible for:
• Maintain and update CPD, partner and project files, including CPD, project progress reports, work plans and budgets in compliance with guidelines for the country programme.
• Assemble briefing materials and prepare power-point and other presentations for the technical and programme team members.
• Organize, compile and process information from donors, regional office, and the provincial and country office as inputs to various databases and documents.
• Assist in the archiving, filing, and maintenance of up-to-date electronic mailing lists on programme matters.
• Contribute to the uploading and maintenance of selected information to the UNFPA intranet.
• Record and distribute minutes in a timely manner and assist the meeting coordinator by following up on agreed actions and implementation of tasks (where appropriate).
• Undertake all administrative arrangements required for the organization of workshops, inter-agency meetings, panel discussions, roundtables, missions, and other events organized by the programme team; including organizing team meetings, preparing minutes, coordinating conference room bookings and ensuring room preparedness for meetings.
• Provide relevant information to operations for the preparation of travel authorisations.
• Support procurement activities in regard with the events for the Provincial Office, ensuring compliance with UNFPA procurement procedures.
• Utilize UNFPA financial and programme management tools to produce monthly reports on the financial status of programmes of projects.
• Correctly apply UNFPA rules, regulations and procedures in all activities.
• Act as a FACE manager for Provincial implementing partners, supporting with the Itemized Cost Estimates (ICE) for activities, applying rules and regulations of financial management
• Act as alternate field office warehouse focal point
• Act as a back-up on selected functions for the other Programme Assistant and/or Programme Associate during his/her absence.
• Carry out any other duties as may be required by UNFPA leadership.
