  1. Technical and Analytical Support

  • Conduct research, data gathering, and technical analysis to inform the update of the DOE’s National Renewable Energy Program (NREP).

  • Draft and package the updated NREP into a professionally prepared, publishable document for both technical and non-technical audiences.

  • Coordinate with DOE units to synthesize and present data and information for inclusion in the NREP.

  • Work with a separately engaged Graphics Designer to integrate infographics, illustrations, and photographs into the final document.

  1. Stakeholder Engagement and Knowledge Sharing

  • Support the DOE in public consultations and roadshows by presenting the updated NREP or facilitating stakeholder discussions

  • Support ETP and its beneficiaries in facilitating stakeholder consultations to gather perspectives on renewable energy, energy efficiency, demand-side management, and other DOE energy transition programs

  • Contribute to knowledge-sharing and investment promotion regarding NREP and other energy transition programs

  1. Program Development and Coordination

  • Provide recommendations and technical guidance to ETP in shaping technical assistance in the Philippines.

  • Maintain close coordination with the ETP Senior Programme Manager (Thailand) and Philippine Country Coordinators (Manila) to ensure alignment with project deliverables and identify areas of support for  DOE on energy transition.


Education/Experience/Language requirements

Education
  • An advanced university degree (Master’s or equivalent) or higher degree is required preferably in Engineering, Environment, Science Communication, Development Studies, Economics, and other relevant fields.

  • A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience
  • Minimum two (2) years of relevant experience in technical writing and research or related field in the energy sector in combination with a relevant advanced university degree is required. . 

  • Experience in renewable energy or energy transition is required.

  • Experience working on projects related to the Philippine's electric power industry is an asset.

  • Experience working in the Philippines is required.

  • Experience collaborating with the Philippines Department of Energy is preferred. 

  • Having published works (e.g. peer-reviewed journals, conference proceedings, books, manuals, guidebooks, trade publications, technical reports,  and others)  in relevant technical fields is desired. 

Language requirement
  • Full working knowledge of English is required.

  • Local language in the countries of ETP’s operation (Philippines) is required.
