ORGANIZATIONAL CONTEXT:
The African Union Global Office (AUGO) serves as WFP’s strategic liaison with the African Union (AU) and its organs, facilitating policy dialogue, partnership development, and advocacy to advance food security, nutrition, and social protection across the continent. The Programme Policy Officer (NOC) will support WFP’s engagement with AU institutions, contributing to policy formulation, programme design, and strategic initiatives aligned with continental frameworks such as Agenda 2063 and the Kampala Declaration.
JOB PURPOSE:
To provide technical and strategic support to WFP’s engagement with the African Union, ECA focusing on policy development, programme alignment, and partnership coordination. The incumbent will contribute to shaping WFP’s continental agenda on school feeding, social protection, climate resilience, humanitarian response and food systems transformation.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Policy and Strategy Development- Support the translation of WFP-wide programme policies into AU-ECA aligned strategies and initiatives.
- Contribute to the development of policy briefs, position papers, and strategic frameworks that reflect AU priorities and WFP’s mandate.
- Facilitate strategic partnerships with AU departments, regional economic communities (RECs), and continental institutions.
- Coordinate joint initiatives, technical working groups, and advocacy campaigns with AU stakeholders.
- Provide technical advice on AU-led programmes such as the Continental School Feeding Cluster, CAADP, and the African Continental Free Trade Area (AfCFTA) as they relate to food systems and nutrition.
- Support the design and implementation of capacity-building initiatives for AU member states in collaboration with WFP regional offices and country offices.
- Lead the preparation of analytical reports, policy updates, and knowledge products for internal and external audiences.
- Monitor AU policy developments and provide timely intelligence to inform WFP’s strategic positioning.
- Promote innovative approaches to food assistance and social protection in alignment with AU frameworks.
- Support advocacy efforts to elevate WFP’s visibility and influence within AU platforms.
Manage research and evidence building on issues relevant to food assistance.
- Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
- Contribute to resources mobilization efforts for WFP and AU joint projects, including clearly articulating the need for food and nutrition and related programme opportunities, and follow up on the resource situation, seeking advice from senior colleagues where necessary.
- Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner
- Lead, motivate and develop a team of staff to enable high performance.
- Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
- Contribute to the office strategic plan, annual planning, risk analysis, and contingency planning in order to respond to the mission.

OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):
FUNCTIONAL CAPABILITIES:
- Strong understanding of AU structures, policies, and decision-making processes.
- Excellent analytical, writing, and communication skills.
- Proven ability to build and maintain strategic partnerships.
- Ability to work independently and collaboratively in a multicultural environment.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has experience working across the Program portfolio
- Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
- Has engaged in policy discussions and provided input into policy decisions.
- Diplomacy experience and working in a multi-partner environment.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
- Education: Advanced university degree or first degree in Public Policy, International Relations, Development Studies, or related fields. or First University Degree with additional years of related work experience and/or training/courses.
Experience:
- At least 5 years of relevant professional experience in policy analysis, programme management, or partnership development, preferably within multilateral or regional institutions.
Language:
- Fluency in English (level C) required; working knowledge of French or another AU official language is an asset.
