GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities.

 

CONTEXT

The Colombia, Peru, and Ecuador country programs comprise the GGGI's Andean Country Programs under the leadership of the Andean Representative. The Andean Country Programs manage around 15 projects related to various matters like sustainable finance, circular economy, sustainable energy, climate action, among others. The Finance and Corporate Services (FCS) Team works in a cross-cutting manner across the three countries to enable the operation of projects by developing financial, procurement, human resources, and administrative tasks.

 

POSITION SUMMARY

The Finance, Procurement, and Administration Senior Associate will support GGGI Andean Country Programs by coordinating the operations to respond to requirements, rules, and systems established by GGGI and the donors. S/he will also supervise the 8-member FCS Andean team in conducting finance, procurement, human resources, and administrative tasks to enable the operation of the projects. S/he will report to the Andean Representative.

 

PURPOSE

The role of the Finance, Procurement, and Administration Senior Associate is to 1) maintain quality control of regional operations and finances; 2) provide operational support and direction for new and emerging projects and programs; 3) coordinate with internal and external stakeholders to improve existing processes, particularly with regard to program financial planning and management; 4) enhance the capacity of administrative and project management staff across the Andean region; 5) ensure the alignment of operational processes with needs and requirements of donors; 6) identify opportunities for improving portfolio management and project monitoring through GGGI’s project cycle management software as well as supporting platforms and tools 7) maintain regular communication with country, regional and headquarter teams  to understand and identify emerging challenges and risk.

 

ENGAGEMENT
  • Align the FCS team to fulfill the objective of enabling Country Offices' operations in compliance with donor conditions, GGGI's Rules and Regulations, and internal systems.

  • Collaborate closely with the project team to execute FCS aspects of the program and project implementation.

  • Work closely and communicates regularly with the FCS team in the Latin America and the Caribbean regional office and the Headquarters in Korea to align regional operations and integrate new processes and requirements that enhance project management and delivery

  • Coordinate with internal and external stakeholders to guarantee compliance with GGGI's rules when carrying out Financial, Procurement, Human Resources, and Administrative-related processes.

  • Collaborates with country teams to understand their specific needs and requirements, and guide them in standardizing operational processes

  • Collaborates with country teams for strategic program development from an operations perspective in line with GGGI’s Strategic Plan 2030 and LAC Regional Strategy 2021-2025

  • Maintain clear communication within the Andean Team to manage expectations and ensure high-quality in all FCS processes.

 

DELIVERY
  • Guarantee the provision of quality in finance-related tasks for the projects in the Andean Countries portfolio, including budget development for new projects, budget execution monitoring, financial reporting, and accounting reconciliations.

  • Maintain the efficiency of recruitment processes for individual consultants and staff hiring.  

  • Ensure the transparency of procurement activities.

  • Guarantee the effective organization for in-person logistics of workshops, conferences, meetings, and other events required by the projects.

  • Secure the quality execution of administrative tasks, ensuring these processes are fully documented.

  • Develop service level agreements with the technical team and the HQ team

  • Supports the monitoring of performance of country program to champion efficient and timely delivery and enhance project management.

  • Supports the reporting of project results to donors and internal management.

  • Contribute to corporate and regional strategy development including organizational and regional strategy, roadmaps, and work program and budget.

  • Proactively identifies project and portfolio operational risks, and identifies strategic mitigation strategies and solutions with the regional team.

 

QUALIFICATIONS
  • This is a national position open only to citizens of Colombia, Ecuador, or Peru, or to individuals with a valid visa to work and live in one of these countries.  

  • Bachelor's degree in business administration, finance, economics, human resources, international relations, or other related field of study.

  • Experience in working as part of a team, in multicultural settings, and the ability to manage multiple parallel tasks.

  • At least 4-5 years of relevant experience in project management, project financial management, or administration roles.

  • Excellent proficiency in Microsoft Office Excel or similar.

  • Good proficiency in other Microsoft Office applications (Word, PowerPoint, etc.).

  • Advanced English proficiency is required. 

  • Ability to prepare written reports and business correspondence, both in Spanish and English.

  • (Desirable) Experience managing small teams.

  • (Desirable) Postgraduate or master’s degree in administration, economics, finance, public administration, management, or any discipline related to the assignment.

  • (Desirable) Working experience with international or technical assistance organizations that deliver donor funded projects.

WORKING CONDITIONS

The Finance, Procurement and Administration Senior Associate is an X7 grade level in GGGI's national Salary Scale. The salary range for the position starts at USD 22,196 in Colombia, at USD 39,102 in Ecuador, and at USD 43,913 in Peru. Determination of base salary is subject to the candidate's experience, academic background, and internal equity.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
