Organizational Setting

The main aim of the Food and Agriculture Organization’s (FAO’s) Representation in Egypt, which is headed by an FAO Representative, is to assist the Government of Egypt in developing policies, programmes, and projects to improve food security and nutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.

FAO is currently implementing a project titled “Promoting Climate Smart Agriculture and Agricultural Biodiversity for Enhancing the Adaptive Capacity of Vulnerable Rural Communities in Old and New Lands of Upper and Lower Egypt”. The main aim of the project is to sustainably enhance the adaptive capacity of smallholder men and women farmers and landless and unemployed or seasonally working rural women, youth and men with vulnerability to climate impacts on agriculture. Three governorates—Aswan, Behira and Kafr ElSheikh—are involved in the project. Rehabilitating the date palm tissue culture lab and the bio-agriculture center in Aswan are of the project's implemented activities; this will call for a comprehensive set of technical specifications and execution supervision. Additionally, the project team in each governorate would use three rooms from the three agricultural directorates as workspaces. Every space must be rehabilitated in order to be used for work.


Reporting Lines

The Civil Engineering Specialist will work under the direct supervision of the FAO Representative in Egypt, and in close collaboration with project manager and FAO country office and project personnel, as well as Government counterparts and all stakeholders.


Technical Focus

The Civil Engineering Specialist will be responsible for providing the technical support on the construction and buildings rehabilitation works in Beheira, Kafr El-Sheikh and Aswan.


Tasks and responsibilities

• Assist in conducting condition assessments of existing buildings, including structural inspections and identification of deterioration or damage for the project team's designated spaces in the agricultural directorates.
• Support the design process and provide technical assistance for setting up a cooling and food processing facility in Beheira, as well as the sorting and packing unit of date palm fruits in Aswan, in this work.
• Prepare technical reports outlining findings, risks, and recommendations.
• Support the development of rehabilitation plans, including design drawings, Bills of Quantities (BoQs), and technical specifications.
• Review and validate engineering assessments and designs prepared by consultants or contractors.
• Provide technical inputs to promote safety in rehabilitation activities, structural soundness, accessibility, and resilience (e.g., seismic or climate adaptation where applicable).
• Assist in monitoring on-site works compliance with designs, specifications, and safety standards.
• Provide technical input during procurement, including reviewing tender documents and participating in bid evaluations.
• Ensure proper documentation and archiving of project engineering files.
• Provide technical inputs and maintain regular contact with architects, Mechanical, Electrical and Plumbing (MEP) engineers, environmental experts, local authorities, and contractors.
• Assist in ensuring effective information exchange with project staff regarding technical matters that could be raised.
• Any other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree or higher in Civil or Structural Engineering or related area.
• At least 5 years of experience in building construction and rehabilitation projects.
• Working knowledge (level C) of Arabic and limited knowledge of English (level B).
• National of Egypt.

Technical/Functional Skills

• Solid knowledge of structural analysis and rehabilitation techniques (e.g., concrete repair, retrofitting, reinforcement).
• Familiarity with international building codes and local regulations.
• Proficiency in engineering software such as AutoCAD, Revit, SAP2000, or similar.
• Strong technical writing and reporting skills.
• Experience working with multidisciplinary teams and stakeholders.
