Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose
Reporting directly to the Senior Officer in Emergencies Strategic Partnerships and Resource Mobilization SPRM, and as part of the regional SPRM team, the Grant Officer, SPRM MENA RO is responsible for managing and coordinating the grants and pledges, ensuring compliance with donor requirements and alignment with IFRC priorities. The role supports effective resource utilization by maintaining accurate records, facilitating timely reporting, and providing guidance to internal stakeholders on grant management processes. This includes a consistent effort to build trust with partners and generate resources.
Job Duties and Responsibilities
Partnerships Management
- Support the establishment and strengthening of partnerships with governments, the private sector, and multilateral organizations.
- Assist in developing and maintaining relationships with key donors, including EU institutions, development banks, UN agencies, and corporate partners.
- Coordinate with country delegations and technical teams to align partnerships with regional priorities.
- Represent the delegation in donor meetings when required.
- Act as a focal point for partnerships support, ensuring effective collaboration with National Societies and IFRC country delegations.
Resource Mobilization
- Support fundraising efforts for emergency appeals and operational plans by coordinating proposal development and submission processes.
- Assist in developing strategies to diversify funding sources, including private sector, foundations, and international financial institutions.
- Provide input for the development of marketing and advocacy materials for appeals and plans.
- Facilitate donor engagement through meetings, visits, and regular updates.
Grant and Pledge Management
- Monitor and maintain accurate records of pledges, agreements, and donor requirements.
- Support compliance with donor regulations and ensure timely renegotiation or amendments as needed.
- Assist in preparing high-quality reports for donors in coordination with relevant teams.
- Track income and expenditure, ensuring alignment with operational priorities.
Coordination and Data Management
- Ensure effective information sharing and coordination among internal and external stakeholders.
- Maintain up-to-date data on partnerships, pledges, and funding in IFRC systems.
- Provide regular analysis of funding trends and gaps to support decision-making.
Education
- University degree in relevant discipline (international relations, humanitarian affairs, business administration, economics, finance)
- Relevant professional training courses (Red Cross Red Crescent related, humanitarian and development sector, management)
Experience
- 3 to 5 years of experience in relevant experience in grant management with: relationship management, compliance and quality assurance
- Experience of development of grant development and implementation
- Experience managing or using donor-related data to develop a fundraising strategy
- Experience advocating/asking for funds for humanitarian and development programs
- Experience of developing funding proposals for international donors, monitoring and reporting
Knowledge, Skills and Languages
- Knowledge of and skills in tracking open calls for proposals from key donor institutions
