Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in the Internal Audit and Oversight Section under the Office of the Executive Secretary (OES). The Internal Audit and Oversight Section is responsible for providing independent and objective oversight that is designed to add value and to improve the operations of the Organization in achieving its goals and objectives through the provision of internal audit and related advisory and investigative services.

Duties and Responsibilities
- Plan, conduct and draft reports for assigned audits, reviews and other formats of audit/advisory activities, in accordance with applicable standards of the Institute of Internal Auditors (IIA). Evaluate internal controls, risk management, governance processes, operational efficiency, asset protection, and compliance with applicable rules, regulations, and policies;
- Engage effectively with auditees throughout assignments to support the definition and implementation of relevant action plans by management. Conduct systematic follow-up to assess progress in the implementation of agreed actions, verify that identified issues/risks have been mitigated, and evaluate the added value of implemented actions;
- Contribute to the gathering, analysis, and consolidation of relevant insights into the Organization’s governance, risk management and internal controls by IA, using information from internal audits and other relevant internal and external sources;
- Actively participate in the preparation of the annual Internal Audit Work Plan, as well as to the design and implementation of the Quality Assurance and Improvement Program within IA aimed at ensuring continuous enhancement of audit processes and outcomes;
- Participate in preliminary assessments and, as appropriate, investigations into potential fraud or other forms of prohibited conduct.
- Provide ad hoc support to management in areas such as process improvement and policy advisory, as applicable;
- Perform other duties as assigned.
Education
- A university degree in auditing, accounting, public or business administration, finance or economics, data science, or other related fields;
- Internationally recognized professional certification in auditing or accounting, such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Chartered Accountant (CA) or equivalent, is required;
Work Experience and Qualifications
- A minimum of five (5) years of relevant professional experience in auditing, applying relevant international standards, part of which should have been in an international environment, is required;
- Of the minimum five (5) years of professional experience, at least two (2) years must relate to internal auditing (financial, operational/value-for-money, and compliance audits) in the public or private sector, adhering to applicable standards of the Institute of Internal Auditors (IIA);
- Excellent written and oral communication skills, including expertise in interviews and presentations, with the ability to present complex concepts clearly, diplomatically, and precisely, are essential;
- Strong analytical and critical-thinking skills with the ability to assess complex systems, processes, and policies is required;
- High proficiency in the use of software applications, such as Excel, Word, SharePoint, Teams, PowerPoint is required.
- Experience in the conduct of Data Analytics projects, including data acquisition and pre-processing, developing data models, and creating visual dashboards through the use of tools such as Power BI —for the identification of data populations’ characteristics, segmentation, trends, exceptions— is highly desirable;
- Experience in conducting or participating in administrative investigations into potential fraud or other forms of prohibited conduct is desirable;
- Experience in conducting IT audits is desirable;
- An additional internationally recognized professional certification pertaining to investigations, such as Certified Fraud Examiner (CFE), or to the auditing of information systems, such as Certified Information Systems Auditor (CISA), is an asset;
Languages
- Excellent written and oral communication skills in English are essential;
- Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Remuneration
CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
