Background
Since 2017, Cabo Delgado in northern Mozambique has endured escalating violence by Non-State Armed Groups (NSAGs), rooted in deep socio-economic exclusion compounded by recent natural resource discoveries. The conflict has severely disrupted service delivery, intensified already high illiteracy levels (60% vs 40% nationally), and worsened extreme youth unemployment (two to three times higher than adults). Women and girls remain disproportionately vulnerable due to entrenched gender inequalities, limited education, and high rates of gender-based violence. Local institutions, meanwhile, struggle with limited capacity to provide basic services amidst insecurity and displacement.
To address these challenges, the African Development Bank (AfDB) is financing the Resilient Investment for Socio-Economic Empowerment, Peace and Security (RISE-PS) project, implemented by UNDP in collaboration with the Government of Mozambique and executed through the Northern Integrated Development Agency (ADIN). The project aims to restore livelihoods, expand economic opportunities, and enhance access to gender-sensitive social services as a pathway to peacebuilding and resilience in Cabo Delgado.
The RISE-PS project is structured around four interlinked components:
- Access to Social Infrastructure – Rehabilitation of 150 community facilities (schools, youth centers, rural markets, health posts, water systems, culverts, etc.) through community-driven, labor-intensive approaches, creating ~4,500 short-term jobs for vulnerable youth and women, impacting nearly 20,000 people.
- Skills and Entrepreneurship Development – Delivery of vocational training (TVET) and start-up support to over 2,200 youth, women, and people with disabilities; provision of conditional grants to restore 2,000 micro-enterprises; and establishment of Business Development Services (BDS) centers in Palma, Pemba, and Ancuabe, leveraging private sector partners such as MozUp and MozParks.
- Private Sector Growth and Market Access – Construction of an SME Village within the Afungi Agro-Industrial Hub (50,000 m² with warehouses, workshops, logistics hubs, energy/water/sanitation services, and incubation facilities) to host up to 100 SMEs, half women-owned. The project will also facilitate business linkages, formalization of 500 MSMEs, and market access for local producers.
- Institutional Support and Project Management – Strengthening ADIN’s capacity to lead conflict-sensitive development, coordinate peace-positive investments, manage data systems, and engage communities through transparent beneficiary selection frameworks validated by Inter peace.
The Gender Analyst will be based in the PMU will work under the the overall guidance and supervision of the Chief Technical Advisor/Project Manager. S/he will be responsible for mainstreaming gender equality and women’s empowerment as well as the development and implementation of gender-sensitive strategies across all project components, ensuring that interventions address women’s vulnerabilities and enhance their participation in economic recovery. The Analyst conducts comprehensive gender analyses, provides training on gender issues to project staff and stakeholders, and collaborates with other specialists to guarantee that gender perspectives are embedded into the design, implementation, and monitoring of all activities. The role includes working closely with the M&E team to develop and track gender-sensitive indicators, measuring progress towards equality and empowerment objectives. The Analyst ensures rehabilitated infrastructure follows gender-sensitive design, integrates gender-based violence risk mitigation measures into interventions, and designs awareness campaigns on women, peace, and security. The Analyst actively engages women-led enterprises, promotes women’s access to finance, and strengthens the institutional capacity of ADIN, provincial authorities, and CSOs to deliver gender-responsive services. By engaging communities, women’s groups, and other stakeholders, the Analyst fosters gender awareness, reduces structural inequalities, and promotes inclusive, equitable development.
Duties and Responsibilities
Based upon the above background, UNDP is planning to recruit a Gender Analyst for the RISE-PS project. The incumbent will have the following roles and responsibilities:
Mainstream Gender Equality Across Project Components.
- Review project plans and activities to ensure gender considerations are embedded;
- Provide technical guidance to teams on integrating gender-responsive approaches;
- Develop gender checklists and tools for use across sectors;
- Ensure gender is reflected in project indicators and results frameworks.
Conduct Gender Analysis and Promote Gender-Sensitive Design.
- Carry out gender assessments in target communities and sectors;
- Support infrastructure and private sector teams in applying gender-sensitive design standards;
- Identify barriers to women’s participation and propose inclusive solutions;
- Collaborate with engineers and business advisors to ensure equitable access and usability.
Strengthen Institutional Capacity and knowledge management for Gender Policy Implementation
- Organize training sessions for government, ADIN, and CSO partners on gender policies;
- Develop tools and templates for monitoring gender outcomes;
- Support partners in integrating gender into their strategic plans and reporting systems;
- Facilitate peer learning and exchange forums on gender-responsive governance.
Promote Women’s Economic Empowerment and GBV Risk Mitigation.
- Identify and engage women-led enterprises for project-supported services;
- Ensure fair access to financial, technical, and market resources;
- Integrate GBV risk mitigation measures into project design and implementation;
- Coordinate with protection actors to align on GBV referral pathways and safeguards.
Lead Gender Advocacy, Monitoring, and Reporting.
- Design and implement awareness campaigns targeting inclusive participation;
- Facilitate community sensitization sessions on women’s rights and empowerment;
- Monitor gender-related indicators and compile periodic reports;
- Document success stories and lessons learned to inform future programming.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Gender Analyst will work under direct supervision of the Stabilization & Recovery Advisor/Head of Pemba Sub-Office.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Gender Studies, Political Sciences, Sociology, Development Management, or any other related field is required, or
- A first-level University Degree (Bachelor’s Degree) in a relevant field in combination with additional two years of qualifying experience will be given due consideration in lieu of advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional work experience at the national or international level in design, monitoring and evaluation of Gender/Inclusivity and Women Empowerment Projects;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
- Experience in project management, including experience preparing annual work plans and reports, and supporting the organization of project activities, such as trainings, workshops, project field visits;
- Knowledge and relevant experience in working on gender equality and women’s empowerment;
- Relevant experience in advocacy, policy and normative framework development at local or national levels, and experience in supporting networking;
- Experience in results-based planning, Human Rights Based and Gender Responsive Approaches;
- Demonstrated experience in working with women’s movement and civil society capacities;
Language Requirements
- Fluency in Portuguese and English is required.
