Overview of position

Reporting to the Regional Director with a dotted reporting line to the Financial Controller, the Country Finance Manager will oversee and manage all financial aspects of the organization's operations in the Country or in countries assigned. This role involves financial planning, monitoring, and reporting, ensuring that all financial operations are executed effectively, efficiently and in a compliant manner to support the organization's objectives.

Role objectives

Financial Management & Reporting

·Oversee all financial operations, including financial planning, budgeting, forecasting, and financial analysis for the assigned operation.

·Maintain accurate and up-to-date financial records, including general ledger entries, accounts payable and receivable, and payroll processing.

·Ensure timely and accurate reporting to HQ, meeting deadlines for monthly, quarterly, and annual financial reports.

·Cashflow management; submission of timely cash requests to HQ with accurate assumptions re: timing of collections

·Monitor and manage the financial health of the country office, ensuring proper allocation of resources and compliance with project budgets.

Payroll & Compensation Management

·Prepare and process accurate and timely payroll for local and international CTG consultants and for permanent CTG staff.

·Ensure compliance with local tax and social security regulations, applying necessary deductions.

·Review and manage payroll-related data and make adjustments as needed, ensuring on-time disbursement of salaries.

Invoicing & Receivables Management

·Prepare client invoices in alignment with project agreements, including any passthrough costs and applicable fees.

·Follow up on outstanding invoices to ensure prompt collection and reconciliation of payments.

·Follow the debt collection escalation process and coordinate respectively with the operations manager, the regional manager, the Credit Controller and regional Finance Director to ensure overdue payments are tracked and resolved.

Operational Cost Management & Cash Flow Management

·Manage operational expenses, ensuring timely and accurate processing of supplier invoices.

·Ensure cost control measures are in place, monitoring and approving expenses and identifying opportunities for cost reduction.

·Oversee petty cash and ensure proper documentation and disbursement for operational needs.

·Reconcile bank accounts, ensuring the availability of sufficient cash flow for operations, managing cash flow efficiently to avoid shortages.

Tax Compliance & Reporting

·Ensure compliance with local tax laws, including the payment of withholding taxes, VAT, and any other applicable taxes.

·Prepare and submit tax returns on time, mitigating the risk of penalties and maintaining good standing with tax authorities.

·Work closely with the Financial Controller to ensure audit readiness and address any tax-related concerns.

Stakeholder Coordination & Communication

·Act as the main point of contact for financial matters with clients, government authorities, and internal teams.

·Collaborate with senior management to support strategic planning, budget development, and financial decision-making. Participate in senior management meetings to provide financial insights and recommendations.

Team Leadership & Capacity Building

·Lead and mentor finance staff, ensuring they have the skills and resources needed to perform effectively.

·Provide training on financial policies, procedures, and compliance to both finance and non-finance teams.

·Foster a positive work environment that encourages team development and high performance.

Project reporting

This role reports to the Regional Director with a dotted line reporting to the Financial Controller. 

Key competencies

·Education: University degree in Accounting, Finance, or related field (Master’s preferred).

·Experience: Minimum of 3 to 5 years of professional experience in payroll processing, invoice management, and accounts payable/receivable, preferably in an international context. Experience in the humanitarian or government sectors is an asset. Candidates with at least one field deployment will be prioritized.

·Languages: Fluent in English.

·Software Proficiency: Experience with financial management software (e.g., Sage, QuickBooks) and advanced Excel skills.

·Strong attention to detail; advanced analysis and reporting skills.  

·Ability to prioritize tasks and meet deadlines under pressure.

·Ethical, trustworthy, and able to handle confidential information.

·Excellent communication, problem-solving, and interpersonal skills.

·Cultural sensitivity and experience working in multi-cultural environments.

Team management

This role has no team management responsibility.
