The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimize the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. Within Corporate Services, the Information Technology (IT) Division provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.
The Corporate Services Directorate of the Council of Europe Development Bank (CEB) is looking for an intern for its Information Technology Division. S/he will report to the Head of the IT Division and work in close collaboration with colleagues in the Information Technology and Human Resources Divisions.
The IT Division is launching an innovative pilot project to support the activity of the HR Operations team aimed at leveraging AI technologies to streamline and enhance core HR processes. As part of this initiative, we are seeking a motivated and tech-savvy IT intern to help identify business needs, design solutions, and experiment with AI tools such as Microsoft Copilot Studio. The intern will also contribute to the assessment of SAP Joule, SAP’s new generative AI solution.
This is a unique opportunity to gain hands-on experience at the intersection of HR and IT, under the joint supervision of both divisions, while contributing directly to the digital transformation of HR services in a multicultural environment.
The intern will work closely with both HR Operations and IT teams to support the definition of requirements and the development of AI-powered solutions. The scope includes:
- Understanding and formalising expressions of needs from HR stakeholders.
- Exploring use cases for AI virtual agents in:
- Recruitment support (e.g., matching job descriptions to candidate competencies, screening of applications, drafting of engaging vacancy notices, chatbot to assist candidates with the most frequently asked questions).
- Onboarding and HR self-service (e.g., chatbots to assist with onboarding, benefits, and insurance queries).
- Assessing the potential of SAP Joule to enhance HR processes.
Main Responsibilities:
The selected intern will be involved in the full lifecycle of AI solution exploration, including:
- Needs Analysis
- Collaborate with HR stakeholders to capture and formalize requirements.
- Translate expressions of needs into functional and technical specifications.
- Feasibility and Risk Analysis
- Conduct preliminary risk assessments.
- Work with IT security to ensure compliance with data protection, privacy, and AI governance policies.
- Solution Prototyping
- Support the design of AI virtual agent logic and dialog flows using Microsoft Copilot Studio.
- Experiment with SAP Joule and report on potential business impact.
- Data and Integration
- Identify and prepare relevant data sources.
- Plan for system integration with HRIS, intranet, or knowledge bases.
- Development and Testing
- Build and test prototypes with HR end-users.
- Evaluate accuracy, relevance, and usability.
- Feedback and Iteration
- Collect user feedback and contribute to continuous improvements.
- Document findings, prototypes, and solution guidelines.
- Training and Handover
- Support user onboarding for AI tools.
- Prepare technical and functional training documentation for concerned users.
PROFILE
Academic background:
- Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent)
- Studies in Computer Science, Information Technology, AI, or related fields.
Professional background and skills:
- Technical Skills:
- Familiarity with AI/ML concepts, chatbots, and natural language processing.
- Knowledge of Microsoft Copilot Studio is a strong asset.
- Interest in SAP solutions and emerging AI platforms.
- Basic understanding of APIs, data integration, and IT security principles.
- Soft Skills:
- Strong communication and teamwork skills.
- Ability to work across IT and HR teams.
- Proactive mindset with an interest in human-centered technology design.
Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.
Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written. Working knowledge of the other one is desirable.

EMPLOYMENT CONDITIONS
Internship duration: The selected candidate will undertake an internship for the duration of 6 months, starting in February 2026. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.
Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank. Please kindly be aware that obtaining any necessary visa is the sole responsibility of the intern.
Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
