Intern - European Relations

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

 

European Relations Office (ERO) coordinates the Bank’s policy and joint operations with the European Union and it bodies, including in particular platforms, programmes and instruments envisioned to promote social inclusion of vulnerable groups though housing, health, education and communal infrastructure and care, as well as job creation via Micro and SME lenders and other social enterprises.  

 

ERO is looking for an intern to support the Office’s collaboration with the European Commission and various national and sub-national entities under the umbrella of two initiatives: the Urban Agenda Partnership on Inclusion of Migrants and Refugees and the European Platform on Combatting Homelessness. S/he will report to the Head of European Relations and work in close collaboration with Office colleagues as well as with those in other Directorates, in particular the Loans and Social Development Directorate and Technical Advisory and Monitoring Directorate.

FUNCTIONS

 

Main Responsibilities:

 

  • Assisting, through research, information collection and analysis, in the consideration of thematic and/or investment related issues of relevance to the CEB and/or the two initiatives.
  • Contributing to the preparation for and follow-up to the meetings organised under the two initiatives, including by assisting in the preparation of briefing notes and background material, talking points, and providing logistical assistance;
  • Attending internal and external meetings and preparing meeting reports and summaries from those meetings.
  • Drafting correspondence and other communication (e.g. content for the CEB website, social media posts).
  • Undertaking other tasks as required.

PROFILE

 

Academic background:

 

  • Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).
  • Studies in an area of relevance for both/one of the two initiatives (e.g. Economics, International Relations, Political Science, European Affairs, Development Studies, Civil Engineering, Residential Architecture or International Finance).

 

Professional background and skills:

 

  • Knowledge of the functioning of European institutions and decision-making processes.
  • Interest in issues surrounding homelessness/housing and/or migration policies and investments, demonstrated by previous academic/professional/voluntary engagements and/or other forms of experience.  
  • Capacity to carry out research and draft reports.
  • Excellent MS Office skills. Knowledge of any graphic design tools is an advantage.  

 

Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.

 

Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written. Working knowledge of the other one is desirable.

EMPLOYMENT CONDITIONS

Internship duration: The selected candidate will undertake an internship for the duration of 6 months, starting in February 2026. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.

 

Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank. Please kindly be aware that obtaining any necessary visa is the sole responsibility of the intern.

 

Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
