Intern - Evaluation
The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Council of Europe Development Bank’s Office of Independent Evaluation (IEV) conducts independent evaluations of selected CEB operations, initiatives and instruments with a view to assessing their performance in achieving results aligned with the Bank’s social development mandate. It focuses on disseminating evidence-based knowledge aimed at improving the Bank’s activities and informing its decision-makers and stakeholders. By doing so, IEV contributes to the accountability and learning needs of the CEB.
The Office of Independent Evaluation is looking for an intern to assist in the preparation/implementation of planned/on-going evaluations as well as to contribute as needed to other IEV deliverables or activities. S/he will report to a Senior Evaluator and work in close collaboration with IEV colleagues.
Main Responsibilities:
- Support the Independent Evaluation team in collecting and analysing data and information required for carrying out on-going evaluations and contributing to the preparation of selected IEV deliverables (such as evaluation reports, abstracts, working papers for publication). This would include researching pertinent data and information, identifying and reviewing relevant project or sector-related literature, attending and contributing to interviews with internal and external stakeholders, as well as elaborating charts and figures to be included in evaluation deliverables;
- Contribute to detecting and flagging pertinent issues in relation to assigned activities and to enhancing the quality of IEV’s outputs;
- Assist in logistics and administrative tasks related to meetings, presentations and knowledge sharing events organized by IEV.
PROFILE
Academic background:
- Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).
- Studies in a relevant academic field such as evaluation, development studies, economics, social/political sciences, urban/environmental studies, business administration, international affairs.
Professional background and skills:
- Professional or voluntary work experience relevant to the role – in particular in academia, research institutes, or inter-governmental/non-governmental organisations - would be an advantage;
- Strong interest in social, economic and environmental issues and policies in CEB member countries;
- Knowledge of evaluation work/methodologies would be an asset;
- Technical/IT skills: high proficiency in MS Office; Excel and PowerPoint; familiarity with additional data analysis and data presentation software would be an advantage.
Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.
Language skills: Excellent command of English, both oral and written, is required. Working knowledge of French is desirable. English and French are the two CEB official languages.

EMPLOYMENT CONDITIONS
Internship duration: The selected candidate will undertake an internship for a duration of 6 months, starting in February 2026. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.
Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank. Please kindly be aware that obtaining any necessary visa is the sole responsibility of the intern.
Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
