Overview of position

The Contract Operations Manager (COM) is responsible for the overall management, coordination, and performance of the contractor’s personnel and services within the mission area. Acting with delegated authority on behalf of the contractor, the COM ensures that all contractual, operational, and administrative requirements are met and that the highest standards of professionalism, discipline, and client service are maintained across all deployment sites. The role requires sound judgment, leadership under pressure, and a deep understanding of security operations in complex and multi-national environments.

Role objectives

 

  • Act with full delegated authority on behalf of the contractor in all operational and administrative matters related to the contract.

  • Ensure the professional conduct and discipline of all contractor personnel in accordance with company policies, client directives, and the terms of the contract.

  • Oversee the planning, deployment, and management of contractor personnel across all designated locations, ensuring adequate coverage and operational effectiveness.

  • Serve as the primary point of contact between the contractor and the client for all operational and performance-related matters.

  • Ensure compliance with all client regulations, mission directives, and security protocols

  • Manage performance metrics, reporting, and documentation in line with contractual and client requirements.

  • Supervise incident response, ensure accurate and timely reporting, and coordinate with client representatives on investigations and corrective actions.

  • Monitor and control operational expenditures in alignment with contract terms and company procedures.

  • Foster a culture of accountability, safety, and professionalism throughout all contractor operations.

 

Project reporting
  • This role reports to the Director of Operations. 

Key competencies
  • Bachelor’s degree in a security-related discipline (e.g., Security Management, Criminal Justice, Risk Management, or equivalent).

  • Minimum of 7 years of police or military service, preferably in a command or supervisory capacity.

  • Minimum of 5 years of managerial experience, including experience managing contracts for international organisations, government agencies, or defence clients.

  • Previous experience working in South Sudan is required.

  • Proven experience in the management of large-scale, multi-site security operations in austere or post-conflict environments.

  • Demonstrated ability to liaise effectively with international stakeholders and operate within multi-national frameworks.

  • Strong understanding of contractual compliance, operational risk, and personnel management.

  • Excellent written and verbal communication skills in English.
