Overview of position

The ISO will report directly to the supervisors of the Guard Force Units at Juba and the Area Security Advisor in the State Capitals, or other delegated UN security section officers (RO).  The expected results are enhanced efficiency of the unarmed private security guards deployed at the client’s premises through proper coordination of security and safety operations, adherence to terms and conditions stipulated in the contract and maximum cooperation with the client’s security personnel.

Role objectives
  • The effective management of security operations of the unarmed private security guards deployed at the client’s designated premises.
  • Overseeing, guiding and managing the deployed unarmed private security guards at the client’s premises in South Sudan.
  • Plan and coordinate the implementation of the required security risk management measures at the client’s premises.
  • Oversee and monitor access control operations, specifically assigned to perimeter security tasks and internal security operations at the client’s premises and ensure enhanced effectiveness of the deployed guards in implementing security arrangements in place.
  •  Ensure that the conduct of the unarmed private security guards, including their dress and equipment, is in line with provisions of the contract.
  •  Ensure that all provisions of the contract are implemented at the client’s premises and all shortfalls are immediately reported to the client and the contractor for immediate correction.
  •  Advise the client and recommend security procedures for control of personnel, movement control of cargo and all other work-related movements at the client’s premises.
  •  Investigate and report all incidents that involve a breach of security procedures, injuries or crime related offences.
  •  Assign periodic and daily duties to unarmed private security guards and ensure that posts are manned always.
  •  Intervene personally to resolve problems or refer them immediately to the next higher-level personnel for quick resolution.
  •  Maintain updated private security guards in the performance of security services, including fire protection and physical security for the premises, first aid procedures, use of firefighting equipment and operation of the automated fire alarm and video  surveillance systems where installed.
  •  Liaise with the local administration, police authorities, fire services, and other emergency services as necessary to enhance security at the client’s premises.
  •  Respond to all enquiries with respect to the operations and conduct of the unarmed private security guards at the client’s premises.
  •  Ensure that unarmed private security guards receive regular training as stipulated in the contract.
  •  Attend to the grievances of the unarmed private security guards and ensure that security operations at the client’s premises are not disrupted due to the Contractor’s internal labor disputes or administrative challenges, procedures or issues.
  • Navigation and map reading.
  • Comply with the client’s camp rules and regulations.

Project reporting
  • This role reports to the Director of Operations. 

Key competencies

  • Excellent knowledge of premises security management methods combined with a solid private security management background
  • Minimum of 3 years of police or military experience
  • Minimum of 5 years’ experience in security industry, undertaking formal training and general instruction, ability to effectively deal with stress factors and good technical skills to understand and manage the varying security specialisations and requirements of/ from the private security guards deployed at the client’s premises.
  • Previous experience working in South Sudan is required.
  • Must be able to effectively communicate in English (oral and written)
  • Must be able to effectively write and issue operational orders
  • Good interpersonal skills, ability to establish and maintain effective working relations with personnel, including the local population groups / individuals who may be encountered while on duty.
  • Have a valid driving license
Team management
  • This role has no team management responsibility
