Overview & Responsibilities

The IDLO Ukraine Country Office (CO), situated within the Department of Programmes, maintains the central management and coordinating function for the delivery of the IDLO programmes in Ukraine.  The CO seeks to obtain tailored, professional public communications assistance to support anti-corruption and good governance reform initiatives in Ukraine.

Under the supervision of the Field Programme Manager, the Public Communications Specialist will assist the Programmes in Ukraine by facilitating appropriate public communication of the reform implementation supported by IDLO.

The primary duty of this role is to participate in the work of the officially establishedWorking Groupstasked with providing technical, expert, and logistical assistance to theSelection/Vetting Commissions, through the following activities:

  • Develop and implement a communication and visibility planfor competition/vetting procedures;
  • Identify key audiences, messages, and communication channels;
  • Ensureconsistency of the messagingprinciples and compliance with approved communication protocols and visibility requirements;
  • Draft press releases, media statements, and official announcementsrelated to the Commissions work;
  • Facilitate the organization ofpress briefings, public hearings, and other public events;
  • Maintain regular communication with journalists and media outletson the topics approved by the CO to ensure accurate and balanced media coverage;
  • Draft and edit communication materials(news items, Q&As, social media posts, etc.) for the Commission’s webpage and social media channels;
  • Ensure clarity, neutrality, and professionalism in all public communications;
  • Support the CO’s and Commissions’ preparation for speeches, talking points, interviews, and briefing materialsfor Commission members;
  • Manage and regularly update the Commission’s web page and official social media accounts with the content approved;
  • Monitor media coveragerelated to the competition and provide analytical summaries;
  • Support livestreaming and publication of public sessions, as appropriate;
  • Liaise with relevant government communication departments and other stakeholders;
  • Prepare brief regular reports on communication activities, outcomes, and visibility achievements;
  • Contribute to final reportingand documentation of lessons learned.
  • Monitor key performance indicators (reach, engagement, clicks, conversions);
  • Plan, set up, and manage targeted online advertising campaigns;
  • Coordinate with external contractorsin developing complex communication materials (videos, infographics, etc).

Job Requirements

  • Bachelor’s degree inCommunications, Journalism, Public Relations,or a related field;
  • Minimum of 3 yearsof relevant professional experience in communication, media relations, or digital marketing;
  • Excellent command of Ukrainian and English(both written and spoken) is required;
  • Experience in or with the media sectorwill be a strong advantage;
  • Previous experience working with a multilateral or international organization is beneficial;
  • Familiarity with the political, economic, and social context of Ukraine

Terms & Conditions

IDLO will offer the selected candidate a Single Engagement Agreement with an end date of March 31, 2026.
