About this position
The division of Financial Management and Procurement Services for Operations (FMP) is looking for a technical-savvy, committed and problem-solving Fiduciary Principal Specialist that will guide our procurement team in the implementation of FMP’s Business Plan, supporting the Executing Agencies and IDB Project Team Leaders in the project’s design, implementation and closure, as well as in their efforts to strengthen their fiduciary systems.
As a highly decentralized division, FMP focuses on: (i) bringing knowledge and innovation to FMP's operational and corporate work to create more effective development solutions; (ii) improve our decision making using business intelligence, relevant data and analytics; (iii) deploy our resources efficiently based on a planning framework to monitor, measure and communicate results; and (iv) create a healthy work environment that allows each FMP staff to grow, individually and collectively.
What you’ll do
- Propose technical vision, agenda and priorities, and oversee the implementation of the procurement team’s Business Plan to ensure alignment with institutional goals.
- Advise Division Chief on strategic policy papers and politically complex technical matters, -while serving as a liaison with counterparts of other IFIs and professional associations.
- Contribute to the development of procurement policy frameworks and technical guidelines.
- Provide specialized technical advice during project design and execution on complex procurement related matters, including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders.
- Oversee the strategy for strengthening borrowers’ procurement systems using internationally accepted methodologies for assessing procurement systems (e.g. OECD-MAPS)
- Contribute to the improvement of operational, corporate and individual decision-making by leading, promoting and sharing business intelligence analytics, market analysis, and relevant data.
- Translate available data into relevant knowledge to improve the quality of fiduciary advisory to our clients.
- Foster Innovation to the Bank’s operational and corporate work, incorporating and applying emerging technologies to enhance efficiency, transparency, and impact of procurement solutions across operations.
- Promote collaboration and knowledge-sharing with other fiduciary specialists, units, borrowers and third parties on all aspects of the Bank fiduciary policies, procedures and experiences.
What you'll need
- Education: You must hold a Master’s Degree in procurement, engineering, law, business administration, or other fields relevant to the responsibilites of the role.

Experience: At least seven (7) years of experience, preferably ten (10) years of relevant and progressive sustantive experience working in international private or public procurement.
The ideal candidate will demonstrate the ability to work collaboratively and inclusively, think innovatively and creatively, maintain a client-focused approach, and be resourceful. Strong communication, organizational, and project management skills are required.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
- International: International staff contract, 36 months initially, renewable upon mutual agreement.
