Context
The Tech Volunteers for Resilience (Tech4R) programme, jointly led by UNDP ICPSD and UNV, mobilizes skilled digital volunteers to co-create open-source tools supporting disaster resilience, recovery, and sustainable development.
In collaboration with UN-Habitat Ukraine, Tech4R volunteers will develop a GIS-Based Recovery Dashboard for Borodianka hromada (Kyiv Oblast). The tool will consolidate project and spatial data, visualize recovery initiatives by sector and location, and integrate environmental risk layers such as floods or fires.
The Dashboard Development Volunteers will focus on designing and deploying the web-based dashboard using open-source technologies while ensuring a bilingual interface (Ukrainian and English) consistent with UN-Habitat branding.

Task description
The Volunteers will:
• Design and implement the web-based dashboard using open-source tools such as QGIS, GeoServer, Leaflet, or MapLibre GL.
• Connect the dashboard to the geodatabase prepared by the GIS and Data Integration team.
• Develop user-friendly map layers, filters, and pop-ups to display project and risk data interactively.
• Optimize the dashboard for both desktop and mobile access.
• Integrate bilingual interface components (Ukrainian / English).
• Ensure compliance with accessibility, usability, and data-visualization standards.
• Collaborate with visualization and localization teams to align design and language.
• Document the full setup and deployment process for replication in other municipalities.
