Mission and objectives
UNESCO's founding mission, which was shaped by the events of World War II, is to advance peace, sustainable development and human rights by facilitating collaboration and dialogue among nations.[It pursues this objective through five major programme areas: education, natural sciences, social/human sciences, culture and communication/information. UNESCO sponsors projects that improve literacy, provide technical training and education, advance science, protect independent media and press freedom, preserve regional and cultural history, and promote cultural diversity.
UNESCO assists in the translation and dissemination of world literature, helps establish and secure World Heritage Sites of cultural and natural importance, works to bridge the worldwide digital divide, and creates inclusive knowledge societies through information and communication.[14] UNESCO has launched several initiatives and global movements, such as Education For All.

Context
Following the adoption of the Law of Ukraine “On the Mental Health Care System,” there is a need to align sectoral legislation, particularly in the field of education, with the new legal provisions.
This work requires not only expertise in legislative drafting but also a deep understanding of the procedures of the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine.

Task description
Analyzing the provisions of the Law of Ukraine “On the Mental Health Care System” in the context of their impact on the education sector.
Identifying changes required in:
• Law of Ukraine “On Education”
• Law of Ukraine “On General Secondary Education”
• Other relevant laws and subordinate normative-legal acts.
Preparing a comparative table indicating proposed changes to the relevant acts.
Drafting proposed formulations for amendments to legislation and normative-legal acts (if needed, with explanatory notes).
Providing expert support for draft acts in accordance with the procedures of the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine.
Coordinating with the Higher Education Directorate of the Ministry of Education and Science, including on issues related to:
• Classifiers of professions
• Codes of types of economic activity
• Professional standards and higher education standards. Participating in working groups, consultations, and inter-agency meetings.
Expected results:
• Conducted legal analysis with clear conclusions regarding the impact of the new law on the education sector.
• Prepared comparative table of necessary changes to legislation and subordinate acts.
• Developed proposals for amendments to legislation and relevant normative acts.
• Supported preparation of explanatory notes, information briefs, draft orders, etc.
• Final report summarizing results, recommendations, and proposals for further actions.
