Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a proactive and detail-oriented Human Resources & Administration Team Leader to join our team in Mykolaiv office.
About the job
In this role, you will lead all HR and administrative functions in the area, ensuring that DRC’s internal procedures and Ukrainian labor legislation are consistently applied. You will work closely with the Country HR and Support Services teams to deliver high-quality people and administrative support to staff and programs.
Your main duties and responsibilities will be:
Human Resources
- Advise and support employees and managers on HR-related matters, ensuring fair and consistent practices.
- Lead recruitment for the Area office, including vacancy announcements, interviews, and onboarding.
- Manage employee life cycle processes — hiring, transfers, extensions, and terminations — in line with DRC procedures and labor law.
- Maintain accurate and compliant personnel files, leave records, and HR documentation.
- Act as HR user in DRC Dynamics (ERP) for contract management, leave approvals, and benefits.
- Oversee medical insurance coordination and performance appraisal processes.
- Promote staff development, learning opportunities, and well-being initiatives.
Administration
- Oversee the smooth running of offices and guesthouses, ensuring timely maintenance and cost-effective operations.
- Supervise the admin team responsible for premises, travel, and accommodation arrangements.
- Maintain trackers and filing systems (premises, payments, supplies, etc.) and ensure timely reporting.
- Coordinate necessary permits, licenses, and agreements for DRC operations in Mykolaiv and Kherson.
- Ensure compliance with DRC and donor procedures across all admin functions.
Team Management
- Manage and develop HR & Admin staff, ensuring clarity of objectives, regular feedback, and performance evaluations.
- Ensure work plans and deliverables are achieved on time and to DRC standards.
- Provide on-the-job training and promote a collaborative, solution-oriented working environment.
About you
To be successful in this role we expect you to have at least 3 years of experience in HR or administration, ideally with INGOs or large organizations. Moreover, we also expect the following:
Required
- Solid understanding of Ukrainian labor legislation and HR best practices.
- Strong organizational and communication skills, with the ability to lead and motivate a team.
- Proficiency in MS Office and HR systems.
- Fluency in Ukrainian and good command of English.
Desirable
- Previous experience working with international NGOs, UN agencies, or donor-funded projects.
- Experience working with ERP systems
