PROJECT BACKGROUND
- Improve data and monitoring systems: Strengthen Paraguay's capacity to generate, manage, and use comprehensive and up-to-date data on climate change risks and impacts. This will support the development, tracking, and refinement of adaptation strategies, plans and projects, while fostering an evidence-based approach to adaptation.
- Mainstreaming adaptation into national policy and planning frameworks: Improve the alignment of national policies, planning frameworks, and governance structures with Paraguay's adaptation goals. This includes integrating resilience into sectoral strategies and ensuring coherence across the agriculture and forestry sectors.
- Promote inclusive and climate-resilient agriculture and forestry practices: Develop and implement targeted adaptation measures that address the needs of vulnerable and marginalized populations. These actions will promote forestry and CSA practices, ensuring equitable access to resources and participation in decision-making processes.
- Strengthen private sector participation: Develop policy instruments and economic incentives to actively engage the private sector in climate adaptation initiatives. This includes fostering public-private partnerships and creating investment opportunities that align with national adaptation goals.
OBJECTIVES OF THE ASSIGNMENT
Under the framework of this project, MEF, MADES and GGGI are recruiting a Vulnerability Assessment Consultant who will work on climate vulnerability studies to strengthen adaptation planning of the agricultural and forestry sectors in Paraguay. This consultancy aims to develop a comprehensive report on vulnerability to climate change, identifying key climate risks and priority adaptation solutions in the forestry and agriculture sector. These results will be direct inputs to the development of the NAP, sectoral plans and targets, ensuring that adaptation efforts are based on evidence and local needs. The data and analysis collected will be available through a newly developed climate data platform hosted on the Ministry of Environment website for easy access to data and research.
The key activities of this consultancy are the following:
- Review and analyze all the information collected by MADES and CNCC on vulnerability assessment to establish a baseline in the AFOLU sector.
- Conduct diagnostic studies on climate vulnerabilities in the agriculture and forestry sectors.
- Analyze weather trends and assess sector-specific climate risks, quantifying potential economic impacts.
- Prepare detailed vulnerability reports to inform adaptation planning.
- Provide inputs for the identification, prioritization and selection of climate change adaptation measures for the agricultural, forestry and livestock sectors.

Coordinate activities with PMU, counterpart and other relevant stakeholders, also considering other consulting results.

QUALIFICATIONS / EXPERIENCE / KNOWLEDGE
- Master's degree or higher in fields such as climate science, environmental science, agriculture, forestry, meteorology, or related discipline.
- At least 7 years of experience in conducting vulnerability assessments, particularly in the agriculture and forestry sectors.
- Proven track record in diagnostic studies related to climate change impacts and sectoral vulnerabilities
- Experience in analyzing weather and climate trends, including proficiency in interpreting large data sets and applying risk assessment tools.
- Fluency in Spanish and English is required.
ADMINISTRATIVE INFORMATION
- During the first week of assignment, the consultant will define the consultancy's reporting arrangements, in consultation with the NDA and the Project Manager.
- The consultant will work from the MEF and MADES office to ensure smooth communication and cooperation, data collection, and on-the-job training.
- The closing date is Korea Standard Time (KST). Applications submitted after the deadline will not be considered. The cover letter and CV must be submitted in English. A consortium or a company cannot be hired for the assignment of an individual consultant.
