Overview & Responsibilities

IDLO is conducting a final evaluation to assess the progress and outcomes of the ““Fighting Trafficking in Persons in Liberia (TIP III)” project implemented in Liberia, as it nears completion. In particular, the evaluation will:

  • Provide an independent assessment of the project and measure the extent to which the expected results were achieved with emphasis on their impact on intended beneficiaries, institutional readiness to take ownership and integrate project principles into existing processes and systems, and the sustainability of results, including their overall contribution to combating trafficking in persons in Liberia.
  • Importantly, assess how the outcomes and institutional changes initiated under the first two phases of the project (TIP I and II) have evolved, been sustained, or influenced subsequent interventions under TIP III, thereby providing an overall picture of the program’s cumulative contribution to combating trafficking in persons in Liberia; and
  • Identify actionable insights and relevant lessons learned (including those around effective programming and design approaches) that could inform the design and implementation of future projects related to trafficking in person in Liberia and similar contexts.

The National Consultant will be responsible for supporting the Evaluation Expert and carry out duties in line with the Terms of Reference. The incumbent will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference. Inter alia, the incumbent will:

  1. Provide contextual expertise on migration, human rights, rule of law, and legal and judicial reform in Liberia.
  2. Contribute to desk review, stakeholder mapping, and data collection, including interviews and focus group discussions.
  3. Facilitate engagement with national institutions and civil society actors during fieldwork.
  4. Support the preparation of the Inception Note and Evaluation Report, including analysis of findings and drafting of relevant sections; and
  5. Ensure that national perspectives and contextual nuances are adequately reflected throughout the evaluation process.

     

The incumbent will support the in-depth analytical work to produce the following deliverables in all draft and final versions.

  • An Inception Note
  • A draft Evaluation Report
  • Finalized Evaluation Report

Job Requirements

Education and Professional Experience

  • Bachelor’s degree in law, political science, public administration, international development, or related social sciences, with at least 5 years of professional experience in the migration, human trafficking, and justice sectors, with demonstrated expertise in anti-trafficking initiatives, border governance, and protection of vulnerable groups in Liberia.
  • Experience supporting or conducting evaluations of projects and programmes addressing trafficking in persons, migration management, criminal justice reform, or institutional capacity strengthening for victim protection and reintegration.
  • Comprehensive understanding of Liberia’s legal, institutional, and operational frameworks on human trafficking and migration, including victim identification and referral mechanisms, and the roles of key actors such as NATT, justice institutions, and civil society in prevention, protection, prosecution, and partnership efforts.

Languages

  • Outstanding written and verbal skills in English is required. Proficiency in the relevant local languages in Liberia is an advantage.

Specific knowledge, skills, and competencies

  • Strong technical expertise in Liberia’s migration, human rights, and justice sectors, with solid understanding of the legal and institutional frameworks governing migration management, anti-trafficking, and border governance.
  • Demonstrated ability to analyze institutional capacities and policy implementation gaps and to provide context-specific and evidence-based recommendations.
  • Demonstrated experience in qualitative data collection and analysis, including conducting key informant interviews, focus group discussions.

Terms & Conditions

The consultancy is expected to commence in October 2025. The inception note is expected by mid-November 2025, completion of data collection by mid-December 2025, the draft evaluation report is tentatively expected by end of January 2026 and the final report tentatively by February 2026. This is a result-based assignment where payments are made upon satisfactory production of evaluation deliverables.
