This position is located in the Development Pillar of the United Nations Assistance Mission in Afghanistan (UNAMA) in Kabul. The focus of this job is to lead or direct the planning, implementation, monitoring and evaluation of programmes, operations, policy development and implementation, and other activities. The incumbent will report to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC) through the Head of the Integrated Office of the UNAMA Development Pillar. The incumbent will hold a secondary reporting line to the Director of UNMAS at headquarters.
Responsibilities
Within delegated authority, the Programme Management Officer (Chief, Mine Action Programme) will be responsible for the following duties: 1. Planning • Researches, analyzes and presents mine action information and data gathered from diverse sources and advises on appropriate responses to address the explosive ordnance threat in Afghanistan. • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc. • Generates survey and assessment initiatives; reviews, analyzes and interprets data on the evolution of the Mine Action programme, monitors the Mine Action programme’s performance, including the implementing partner’s performance,, identifies problems/issues and prepares conclusions. 2. Implementation • Develops, implements and evaluates evaluates the UNAMA mine action programme strategy, resource mobilization strategy, Work Plan and budget; monitors, evaluates and analyses Mine Action programme/project development and implementation in alignment with strategic direction.; monitors and analyzes programme/project development and implementation, reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions. liaises with relevant parties; ensures follow-up actions. • Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action, conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Provides guidance to external consultants, government officials and other parties and drafts mission summaries, substantive input in the preparation of papers and reports for presentation to intergovernmental bodies such as the Security Council, etc. 3. Administration • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other related duties. Results Expected: Develops, implements, evaluates, effective leadership and management of major projects and teams; demonstrates timely delivery of outputs in accordance with overall objectives and policies. Plays a lead role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues. Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties.

Education
Advanced university degree (Master's degree or equivalent) in business administration, management, international relations or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of four years of experience in programme management in mine action, security sector reform or stabilization in a conflict or post-conflict setting is required. A minimum of two years of experience in a managerial role in a mine action field programme is required. A minimum of two years’ experience engaging with senior government officials in complex humanitarian or conflict/post conflict setting is required Experience in resource mobilization or fundraising is required. Prior work experience in Afghanistan is desirable. Experience in capacity building of national authorities and technical assistance is desirable.
