About this position
We are looking for a proactive and results-oriented Telecommunications and Connectivity Lead Specialist at the Brazil Country Office to contribute to and collaborate in the division’s efforts in the origination, design and execution of digital infrastructure and connectivity programs.
The Connectivity, Markets and Finance Division (CMF) strengthens public-sector financial institutions and capital markets to mobilize resources and catalyze private investment. We emphasize innovative financial structures and solutions that advance inclusive, sustainable development across Latin America and the Caribbean.
What you’ll do
- Lead or participate in the origination and design of sovereign-guaranteed loans, guarantees, technical cooperations, public policy reforms and investment programs for digital infrastructure (e.g., submarine cables, backbone networks, data centers, and last-mile solutions, among others), including digital skills development and digital connectivity affordability initiatives in Brazil and other LAC countries.
- Lead or participate in the design and implementation of financing solutions that expand digital infrastructure and inclusion, applying innovative financing structures to mobilize private capital.
- Direct or coordinate technical, economic, and risk analyses of digital infrastructure projects and contribute to key operational documents with robust results frameworks and monitoring systems.
- Lead or participate in high-level policy and regulatory dialogue, providing advice to governments on sector reforms and financing models that foster competition, resilience, and universal access.
- Participate in and contribute to high-level technical dialogue with government authorities, telecommunications regulators, and/or public development-bank stakeholders, providing analytical and advisory services.
- Guide or contribute to impact evaluations and advance the division’s knowledge agenda.
- Foster cross-sector collaboration within the IDB Group to integrate connectivity solutions into broader development programs ensuring alignment with digital transformation initiatives.
What you'll need
• Education: You hold a master's degree in telecommunications, electrical/electronic engineering, information and communications technology (ICT) policy, economics, finance, or other fields relevant to the responsibilities of the role.
• Experience: At least 6 years of relevant and substantive experience, preferably 8 years of experience, in telecom/digital infrastructure, including project origination, structuring, or implementation in an international environment. Experience with governments, development finance institutions, multilateral banks, or public development banks in several LAC countries in the digital infrastructure sector is highly desirable. Demonstrated experience in broadband/telecom/digital infrastructure investment and public policy reform projects, innovative financing mechanisms, including digital skills development and digital connectivity services affordability initiatives in several LAC countries is valuable.
• Languages: Proficiency in Portuguese and English, spoken and written, is required. Additional knowledge of French and Spanish is preferable.

• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
• National: National staff contract, 36 months initially, renewable upon mutual agreement.
