This position is based in Nay Pyi Taw and reports to Head of the Research, Assessment and Monitoring (RAM) team.
THE ROLE
The purpose of this assignment is to lead and coordinate all Monitoring and Evaluation (M&E) functions of the Country Office, ensuring high-quality data collection, analysis, and reporting to support evidence-based decision-making. This includes overseeing risk-based monitoring, quality assurance, decentralized evaluations, and the production of key M&E information products. The role also provides technical support for project design, audits, evaluations, and corporate reporting; contributes to the development of the Country Office Logframe and Line of Sight; and represents WFP in inter-agency, donor, and stakeholder coordination mechanisms to ensure that evidence and findings inform programming and accountability.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Monitoring and Evaluation
Supervise and guide the M&E team’s workstreams, covering planning and coordination, data collection and analysis; distribution, activity implementation (AIM) and post-distribution (PDM) monitoring, COMET data management, training, and information product dissemination.
Oversee risk-based monitoring and quality assurance, ensuring consistent application of corporate policies, minimum monitoring requirements and tools for risk assessment and site selection. Ensure consistent production of oversight visualization tools to inform programme and management.
Supervise the production and disseminate M&E information products, such as dashboards, distribution, AIM and PDM monitoring reports, and analytical briefs for programme units, donors, and senior management.
Provide technical support and quality assurance across related workstreams, including M&E inputs for project design, audits, evaluations, donor proposals, and annual corporate reporting (ACR).
Plan and coordinate decentralized evaluations, including evaluation design, stakeholder engagement, TOR development, and liaison with the Regional Bureau and HQ Evaluation Office to ensure compliance with corporate evaluation standards.
Support the design of the Country Office Logframe and Line of Sight (LoS) as part of the preparation of the new Interim Country Strategic Plan (ICSP), ensuring alignment with WFP’s corporate results framework and country priorities.
Represent WFP in inter-agency coordination mechanisms, donor meetings, and other stakeholder fora, ensuring that M&E findings and evidence inform joint planning, accountability frameworks, and resource mobilization efforts.
Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field with three years of relevant work experience, or First University degree with five years of related work experience and/or training/courses.
Experience:
Practical expertise in food security assessments, monitoring, reviews or evaluations including design, data collection, analysis and report drafting
Experience in data collection using variety of analytical tools and methods for causality analysis.
Skills and knowledge of statistical analysis
Demonstrated technical knowledge and understanding of Monitoring & Evaluation standards in humanitarian contexts.
Previous supervisory experience with UN agencies or NGOs
Experience in delivering training for a variety of state and non-state actors audiences (UN, NGOs, government authorities etc.)
Cultivated sustainable relationships with local organizations and implementing partners.

Language: Fluency in written and oral communication skills in both English and Myanmar
