Mission and objectives
UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.
Context
The Field Engineer provides the day-to-day management of the implementation of the Rubble Removal and Debris management project which is planned to adopt risk-managed debris removal in a comprehensive approach following the standard operating procedures developed within the debris management working group led by UNDP and UNEP and addressing the different challenges in terms of the availability of land, capacities of the contractors and the logistical need to have an intact operation. Recycling is part of the process to enable reuse in restoring roads and the construction/rehabilitation industry.
The program will benefit all citizens within the target areas, including Internally Displaced Persons (IDPs) and host communities, not only to provide safer access and facilitate humanitarian support but also to prepare for early recovery activities.
The UNDP/PAPP debris management program is based on a four-pronged strategic approach, which prioritizes risk-managed and community-centered solutions to address the urgent needs of Gazans while laying the ground for recovery. 1) Needs-based and people-centered 2) Palestinian ownership and voice 3) Sustainability 4) Risk-managed and adaptive approach.
