Overview & Responsibilities
The Programme Coordinator coordinates implementation of the Mongolia Country Office’s Mongolian Institutional Transparency and Integrity – Phase II project (MINT II), an anti-corruption initiative. The Programme Coordinator reports to the Mongolia Country Office Programme Lead, and will also work in close coordination with the Programmes Department at IDLO Headquarters in Rome, Italy.
Summary of functions:
- Support day-to-day programmatic/project implementation, ensuring consistency with project design and IDLO processes and procedures.
- Monitor programmatic/project activities to ensure compliance with contracts and IDLO quality controls.
- Support programme development and programme representation among local and international partners.
Key results expected:
Day-to-day programme implementation
- Manage day-to-day programme/project implementation, including work planning, budget management, monitoring, reporting, and supervising project staff to ensure that all project phases are consistent with the project design, delivery schedule, and IDLO processes;
- Design implementation plans through standardized programme cycle management tools, including logic models and frameworks, work plans, and monitoring reports.
- Monitor programme/project activities, including revisions to project design and work plans, making recommendations for timely and optimal course corrections;
- Coordinate the submission of project reports, ensuring their timely submission, and ensuring that they accurately outline progress made toward project outcomes and highlight the value and impact of the project/activity;
- Coordinate work and information exchange between the IDLO MNG Country Office and relevant departments/units at IDLO HQ;
- Identify project and team successes and develop documentation for internal and external information sharing in coordination with the Communications Expert;
- Collaborate and communicate regularly with the IDLO Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
- In conjunction with IDLO HR, support the timely identification and screening of programme consultants/contractors and processing of contracts.
Ensure Programme compliance with contracts and procedures
- Monitor compliance with terms of programme contracts and subcontracts;
- Monitor programmatic cycle quality controls, ensuring IDLO internal procedures and guidelines are observed;
- Recommend corrective action and consult with appropriate CO and HQ focal points on any potential compliance issues;
- Ensure programme deliverables meet quality standards and proactively seek input from relevant internal experts;
- Support the evaluation of all programmatic aspects, under the guidance of the IDLO Evaluation Unit.
Programme Development and Programme Representation
- Proactively conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme, and respond to internal and external requests for s uch research;
- Represent IDLO in programmatic events, and under supervisor guidance, build relationships and liaise with donors, UN agencies, government institutions, CSOs, and other stakeholders in the rule of law field;
- In coordination with the supervisor, generate ideas and identify new programme opportunities, and provide substantive input in the development of proposals or concept notes aimed at expanding IDLO’s programmatic portfolio in line with IDLO country/regional/organizational strategies.
- Perform any other relevant duties as requested by supervisor.
Job Requirements
Education and Work experience
- Graduate degree, Masters or equivalent, in Law, International Relations, Development Studies or any other related field is required.
- Minimum of 3 - 5 (five) years of relevant professional experience ideally with an international organization; previous experience in a similar role is desirable;
- Professional experience in rule of law programming would be a considerable asset.
Languages
- Fluent oral and writing skills in English and Mongolian are required.
Specific knowledge, skills and competencies
- Familiarity with standard programme and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
- Works well with others and actively participates. Shares information, contributes, encourages and motivates others to become involved in team activities.
- Resilient, able to work under pressure with tight deadlines, flexible and an entrepreneurial spirit.
- Ability and willingness to travel to the field, when necessary.
- Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.
In addition, IDLO shall offer a yearly basic salary of USD 23,028, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.
This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees
