Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

To respond to the demands of national partners, UN Women established its presence in 2008 in Sarajevo. Priorities of UN Women’s Country Office in Bosnia and Herzegovina (BiH) are based on the 2021-2025 United Nations Sustainable Development Cooperation Framework signed between the Government of BiH and the United Nations system in BiH. Key priorities of UN Women in BiH under its 2021-2025 Strategic Note span four key priority areas: 1) ending violence against women; 2) supporting the implementation of the Women, Peace and Security Agenda, especially through the implementation of United Nations Security Council resolution 1325 and ensuring that women are empowered to fully contribute to and lead in public and political life; 3) enhancing women's economic empowerment by working to create equal opportunities and access to resources, including by recognizing, reducing, and redistributing unpaid care and domestic work and promoting women’s entrepreneurship; and 4) strengthening gender-responsive governance by making gender equality central to national development planning and budgeting.


Within this framework, the Gender Equality Accelerator (GEA) represents a flagship joint initiative coordinated by UN Women in partnership with UNFPA, UNDP, and UNICEF. The GEA aims to accelerate transformative change on gender equality and women’s empowerment by supporting systems-level reforms and advancing institutional accountability across three interconnected pillars: (1) gender-responsive governance and leadership, (2) prevention of and response to gender-based violence, and (3) women’s economic empowerment. The programme is aligned with national reform efforts, EU integration priorities, and international frameworks including CEDAW and the 2030 Agenda. It prioritizes intersectionality, localization, and inclusive partnerships with government, civil society, and the private sector to advance structural change and deliver measurable progress on gender equality in Bosnia and Herzegovina.

Reporting to the EVAW Programme Coordination Specialist, the Monitoring and Evaluation (M&E) Associate supports the effective planning, implementation, and monitoring of programme results, ensuring alignment with UN Women’s strategic priorities. The M&E Associate contributes to the design and implementation of monitoring frameworks, data collection tools, and evaluation processes that strengthen evidence-based decision-making and accountability. The M&E Associate promotes a results-oriented approach in UN Women and fosters a culture of learning, knowledge sharing, and continuous improvement.
 

Scope of Work

1. Provide support to the incorporation of monitoring and reporting into programme formulation

  • Support the development and refinement of monitoring indicators, frameworks, and data collection tools in coordination with programme teams;
  • Assist in reviewing baseline data, setting targets, and updating monitoring calendars and field monitoring plans;
  • Contribute to the integration of evaluation findings and lessons learned into the programme design and planning processes;
  • Support the preparation and review of annual work plans and results frameworks, ensuring alignment with corporate standards;
  • Provide inputs for the review and clearance of donor agreements and Programme Cooperation Agreements (PCAs), in collaboration with programme and operations teams.

2. Provide support and contribute substantively to the monitoring and tracking of results against country/regional level targets and UN Women Strategic Plan

  • Regularly review and analyze monitoring data from partners and programme teams to assess progress toward expected results;
  • Support standardization of data collection processes and ensure alignment with corporate and donor requirements;
  • Provide support in conducting joint monitoring visits with programme colleagues to collect data, document findings, and follow up on implementation issues;
  • Track financial implementation against programme results and flag discrepancies or delays;
  • Provide support  and contribute to the development, implementation, and monitoring of the CO’s Monitoring, Evaluation, and Research Plan.

3. Provide support in facilitation of reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Provide support in coordinating the timely preparation and submission of donor and programme reports, ensuring quality and consistency;
  • Draft sections of narrative reports and support integration of quantitative and qualitative data;
  • Provide support and consolidate partner progress reports and provide feedback to strengthen the clarity, accuracy, and relevance of reporting;
  • Compile and validate data for corporate results reporting and contribute to the preparation of internal briefs and presentations;
  • Ensure that key findings from monitoring and evaluations are reflected in reporting and planning documents.

4. Provide technical support to the CO in the implementation of the UN Women Evaluation Policy

  • Support the coordination of evaluation processes in line with UN Women’s Evaluation Policy and guidance;
  • Provide inputs into Terms of Reference for evaluations and support the management of consultants and evaluation missions;
  • Liaise with Regional Office and Evaluation Unit on scheduling, quality assurance, and follow-up;
  • Monitor and support the implementation of management responses in the GATE system;
  • Help ensure that evaluations are well communicated and that their findings are disseminated to relevant stakeholders

5.  Facilitate  knowledge building and knowledge sharing:

  • Identify and document good practices and lessons learned from implementation, monitoring, and evaluation activities;
  • Contribute to the development of guidance materials, tools, and presentations on M&E and Results-Based Management (RBM);
  • Facilitate capacity-building sessions and one-on-one support for programme and partner staff on RBM/M&E;
  • Promote knowledge exchange and collaboration with other UN agencies and partners working on M&E;
  • Contribute to building an office-wide understanding of M&E responsibilities and benefits through regular engagement and support 

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Education and Certification:   

•    Completion of secondary education is required.

•    Training or certification in Results-Based Management (RBM), Monitoring and Evaluation, or data analysis is an advantage.

Experience:   

•     At least 6 years (with Secondary school) or 3 years (with Bachelor degree) of progressively responsible experience at the national or international level in monitoring and evaluation, reporting, or results-based management
•    Experience in working in a computer environment using multiple office software packages is required 
•    Experience in supporting a team is required.
•    Experience in designing and applying monitoring frameworks, tools, and methodologies is required.
•    Experience in collecting, analyzing, and presenting data for decision-making and reporting purposes.
•    Knowledge of gender-sensitive indicators and experience in integrating gender perspectives into M&E processes is an asset.
•    Experience working with international organizations or development programmes is desirable.

Languages:

    •    Fluency in  Bosnian/Croatian/Serbian and English is required.
