About this position

We are seeking an Operations Senior Analyst to support the design, execution, monitoring, and closure of IDBG- operations in Suriname. Working closely with Sector and Fiduciary Specialists, the Senior Analyst ensures effective project cycle aligned with IDB Strategy, policies and country development priorities. 

 

You will work in our Country Office in Suriname, which is part of the Country Caribbean Department (CCB). The team is responsible for the promotion and development of Bank country strategies and programming; as well as knowledge and capacity-building work that contribute to the country dialogue in the region. The department supports the processing, negotiation, and administration of regional and country specific projects and programs; leading and maintaining the relations of the IDB with member countries; promoting and coordinating the use of the funds administered by the Bank or under parallel financing agreements.

 

What you’ll do

Working under the limited supervision of the Chief of Operations, you will:

 

Country Strategy and Programming 

  • Effectively support loan and technical cooperation operations using IDB tools and policies to ensure alignment with the Country Strategy. 
  • Analyze and present evidence of sectoral impact resulting from IDBG-financed operations, leveraging institutional knowledge and data. 

Project Design and start Up 

  • Contribute to the drafting of project profiles and operational plans for technical cooperation initiatives. 
  • Coordinate project start-up workshops with a results-oriented approach and recommend training activities to strengthen Executing Units’ use of IDB tools. 

Execution and portfolio monitoring 

  • Apply predictive monitoring techniques to track activities, processes, and procurements, identifying risks to operational goals and alerting the Team Leader and Chief of Operations. 
  • Monitor internal support activities for operations to ensure timely supervision and achievement of physical and financial targets. 

Project Closure 

  • Support the preparation and ensure timely data collection for Project Completion Reports. 
  • Organize and facilitate project closure workshops. 
  • Conduct periodic evaluations and follow up on recommendations issued by the Office of Evaluation and Oversight (OVE). 

Capacity Building 

  • Obtain and maintain IDB certifications relevant to the role to ensure effective participation in the operational cycle. 
  • Facilitate workshops and capacity evaluations for Executing Units., as well as serve as a Level I approver for acquisitions. 

Cross-cutting Support 

  • Coordinate across IDB teams and country stakeholders to streamline operational processes 
  • Liaise with internal units to ensure timely support and reduce procedural bottlenecks. 
  • Support in the preparation of country briefs, evaluations, and strategic reviews. 
  • Review terms of reference, procurement documents, and contracts to ensure compliance with Bank policies. 
  • Act as a daily liaison between the IDB, executing agencies, and the Team Leader to identify challenges and propose coordinated solutions in collaboration with the Chief of Operations. 

What you'll need

  • Education: Bachelor’s degree in business administration, Economics, Finance, Engineering, or related field. Project Management certification is a plus.

  • Experience: Minimum of 1 year of relevant experience, preferably in projects financed by multilateral institutions or external donors. Familiarity with national procurement policies and report writing is advantageous.

  • Languages: Fluency in English required; Proficiency in, Spanish, Portuguese, or French is desirable. Additional Dutch would be a plus. 

Requirements

  • Citizenship:Must be eligible to work in Suriname without the need for sponsorship. 

  • Consanguinity: No immediate family members (up to fourth degree of consanguinity or second degree of affinity, including spouse) employed at IDB, IDB Invest, or IDB Lab.

Type of contract and duration

National staff contract, 36 months initially, renewable upon mutual agreement.
