What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and Head of Programme who will be responsible for the overall programmatic strategy across the operation and to develop high quality integrated programmes in Venezuela by working closely with the field staff and leading a team of technical advisers. The following is a brief description of the role.
What you will do

Line management responsibilities for directly reporting staff. This includes the:
- Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
- Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
- To be responsible for the Core Competencies PDM, Grants and MEAL function support to colleagues with management responsibilities and develop relevant training including coaching of newly hired colleagues to ensure they meet NRC’s (function) standards. Also contribute to the induction of new staff with a role in the programme processes
- Member of the Country Management Group (CMG)
- Provide programme input to Country Strategy, annual strategy review process and Plan of Action
- Development of Core Competency strategies, aligned with regional and global priorities (ToC, Macro Logframe...)
- Responsible to steer fundraising and engagement efforts aiming to widen the donor-base for NRC in Venezuela
- Collaborate with the Advocacy and Communication Coordinator to ensure holistic approaches and base advocacy on evidence from own programme

What you will bring
- Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Experience in development of project proposals and operations strategy
- Core competency expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in Spanish and English, both written and verbal
- Valid driver’s license
- Knowledge of the context in Venezuela is an advantage
- Experience in working on some of the NRC Core Competencies, preferably Protection or Education
- Experience from working in a hyperinflation humanitarian context is an asset
- Preferred Knowledge of the context in Venezuela
- Experience in Project Cycle Management
- Experience in grants management
- Experience in MEAL management
- Demonstrated knowledge of protection mainstreaming and Accountability to Affected Populations
- Demonstrated experience in representation and advocacy
- Demonstrated experience in developing partnership
What we offer
Duty station: Caracas, Venezuela
Contract: national or international contract, 12 months , extendable (note for international contract: Caracas is a Non Family Duty Station.
Travel: up to 30%
Salary/benefits: grade 11 on NRC’s regional salary scale, with accompanying terms and conditions
