As a locally registered entity, CIM boasts of a dedicated team of over 100 staff and 200+ volunteers. The organization operates offices and programs that support more than 25,000 young people across different communities in Quezon City, Caloocan, Manila, and Calumpit, Bulacan.
Reporting to the Youth Workforce Development Lead, The Employment Field Officer is responsible for effective execution of agreed-upon local plans for Interventions 2 (core training) and 4 (community engagement), aligned with the Agencies 19–24 program implementation plans.
The role engages directly with youth, their caregivers, community volunteers, and local institutions, provide career guidance, manage resources, and promote youth participation. It also supports participants in overcoming barriers to completing core training and entering the workforce. Additionally, the Field Officer contributes to Intervention 3 (workforce insertion) as needed, helping ensure young people are successfully integrated into learning and career pathways.
You will also be responsible for administrative tasks such as processing data into internal systems and preparing reports. Additionally, you will provide feedback, resolve challenges, build and maintain strong stakeholder relationships, and actively contribute to continuous improvement efforts. This role is ideal for an individual who is passionate about combatting poverty, excited to work directly in the community, and capable of creative problem solving in a fast-paced environment.
RESPONSIBILITIES
- Execute effectively the plans for Interventions 2 and 4 aligned to the 19–24 local program implementation plan.
- Provide support to Intervention 3 as needed, working closely with the Employment and Partnerships Specialist, Service Area Coordinators and other colleagues within the Operating Core.
- Identify and select eligible youth participants according to established criteria for Intervention 2.
- Provide vocational and career guidance to participants, aligning their interests, skills, and life plans with educational and professional pathways.
- Enable access to internal and external core training opportunities tailored to participants' needs and goals.
- Support the Employment Partnerships Specialist to facilitate work-based learning opportunities, such as internships, pre-professional practices, and volunteering.
- Monitor the progress and quality of learning delivered by CI’s partner institutions and providers to ensure participants’ effective integration into the labour market.
- Support participants in identifying and overcoming barriers to successfully completing core training and workforce insertion.
- Handle necessary resources for youth participation, including financial support and educational materials. Perform administrative tasks such as purchase orders, data entry, and report writing.
- Champion promoting youth participation in the community and the organization by identifying spaces for community engagement, volunteering, co-facilitation, or youth-led projects.
- Create spaces for inspiration and storytelling, enabling youth to share their experiences, achievements, and lessons learned with peers, fostering collective growth.

- Maintain consistency, reliability, timeliness, and quality of all gathered information to ensure data integrity. Regularly update and document progress and comply with timely submission of data and other reporting requirements.
EDUCATION, EXPERIENCE AND KEY SKILLS:
- Background in a relevant field of study like social work, psychology, social sciences, community development, education etc. Complementary training in youth employability, vocational development, technical education, or participatory methodologies would be an asset.
- Ideally, 1–2 years of experience working directly with youth in vocational guidance, professional training, or workforce development programs.
- Hands-on experience implementing community service or youth participation activities is highly desirable.
- Experience in administrative follow-up of programs and technical report writing.
- Possess good interpersonal skills with the proven ability to deal tactfully, manage conflict and build effective relationships to effectively collaborate with people across different levels, both internally and externally.
- Time management and planning skills, with the ability to handle multiple deadlines and priorities smoothly.
- Ability to thrive in a fast-paced environment, learn quickly, and develop innovative solutions.
- Strong verbal and written communication in the main local language and relevant local languages
- Comfort using MS Office Suite (Work, Excel, PowerPoint)
- Demonstrated vision and commitment to supporting social service and/or humanitarian causes.
WORK REQUIREMENTS
- Work primarily – about 80% of the time – conducted in the different, communities and institutions where youth are present.
- Work schedule includes weekend and evening hours depending on youth and employers/ local strategic partners availability.
- Willingness to travel to other locations within and outside the city for workforce development activities, employer/local partners engagement, and program-related events
