This vacancy announcement is for Palestinian nationals residing in Gaza only.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Programme Associate– Cooperating Partners Management (CPM), will be responsible for the provision of support to policy and programme activities that effectively meet food assistance needs. Working closely with other units, the job holder will manage a number of activities aimed at ensuring that WFP remains compliant with its policies and guidelines. These include implementing due diligence activities, analysing budgets from the cooperating partners (CP) and expenditure trends, WFP’s business processes, capacity building and strengthening of the CPs and WFP staff.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Programme Policy Officer, the incumbent will be responsible for the following:
- Provide technical support and assist in the development and implementation of various activities and processes related to Cooperating Partners management supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to Cooperating partners management to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Prepare a range of reports and data analysis related to Cooperating Partners Management and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the Cooperating Partners Management area of work and consistency of information presented to stakeholders.
- Coordinate at Area office level efforts for the development of Field Level Agreements and Cooperating partners budget
- Keep track of recommendations raised from partnership capacity and performance reviews and ensure respective parties are informed and undertake their follow-up actions
- Coordinate the periodic performance evaluation of WFP-CP partnerships, in coordination with the CO and activity teams
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
- Support the capacity building of cooperating partners mainly NGOs within the specific technical area.
- Act as a point of contact for resolution of a range of operational queries and problems.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Maintain close coordination and effective relationship with WFP and CP colleagues in a proactive and supportive manner to deliver on the work requirements, negotiations and, problem solving.
- Support on any other business as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
EDUCATION:
Completion of secondary school education. A post-secondary certificate in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management, project management or another discipline relevant to international development/humanitarian assistance is desirable.
EXPERIENCE:
Six or more years of progressively responsible work experience in working in the field of Programme implementation.
DESIRED EXPERIENCES
- Demonstrated technical knowledge in the fields Cooperating Partners Management.
- Working experience with NGOs, UN Agencies and Government.
- Experience supporting capacity strengthening of non-government organizations.
- Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
- Knowledge of work routines and methods in order to complete processes under minimal supervision.
- Uses tact and courtesy to give and receive information to a wide range of individuals.
KNOWLEDGE & SKILLS:
- Ability to identify data discrepancies and rectify problems requiring attention.
- Ability to offer guidance or basic on-the-job training to more junior staff.
LANGUAGES:
Fluency (level C) in both oral and written communication in English and Arabic languages.

The Service Contract (SC) is a decentralized contracting instrument refer to specific guidelines provided and updated by HQ Policy team. It is a flexible contract modality use only by WFP Country Offices. The remuneration of SC holders is based on services satisfactorily provided in accordance with the Terms of Reference under the SC. Remuneration is made on a monthly basis and may include a sum for pension purposes, as described in Manual Section III.7.6.5.
The SC holders are covered under the safety and security measures implemented by the COs and RBs and must comply with the relevant security instructions under the Security Plan.

Taxes: Remuneration under SC is not exempt from national or local taxation
